With the development of social economy and the change of cyberspace,the degree to which all people participate in online life is improved.With the participation of multiple entities,major public opinion events occur frequently and are associated with group conflicts.The regulation of the government on the Internet is conducive to improving the government's credibility,narrowing down public opinion gap,and avoiding the forced response of public opinion.At present,there are some changes in the network public opinion.Since the community agenda function of social networking platforms such as Weibo,Wechat,and Zhihu is prominent,the central government has issued some relevant laws and regulations and documents while some local governments have purchased public opinion monitoring systems which can offer sentiment services.The government has made some achievements in regulation works,but there are still many problems that affect the network security and the overall image of the government.This article includes seven parts.The first part is introduction in which the research background and significance of the present study are reported.Then related researches at home and abroad are reviewed and evaluated.Finally,the research design,research methods and innovations and deficiencies of the present study are presented.The second part introduces the necessity and theoretical bases of the government regulation of network public opinion.The third part explains the current situation of Chinese government regulation of Internet public opinion from six aspects:institution setting,the main objects and fields,system guarantee,technology and means,team construction and legal basis.The fourth part analyzes the typical cases of regulation of network public opinion in China.The case summary and analysis was made through an overview of two typical cases which are Maoming PX Incident in Guangdong Province and Taifu Middle School Student's Fall Incident in Sichuan Province.The fifth part combs the main problems existing in the current government regulation of network public opinion in China,which pointed out and discussed specifically from the perspectives of collection and monitoring,analysis and judgment,disposal guidance,response,and follow-up management.The sixth part introduces and analyzes the international experience of network public opinion regulation.The methods of network public opinion regulation in Germany,the United States,and Singapore are summarized to find the gap between our country.The seventh part puts forward the countermeasures and suggestions to improve the government regulation of network public opinion in China.Based on the lessons learned from the successful experience put forward in the sixth part and the problems raised in the fifth part,suggestions are proposed on,such as defining the monitored boundary,establishing linkage mechanism of government departments,and establishing the dialogue and negotiation mechanism.
