The old-age problem is the livelihood of the whole country,and every place is exploring how to protect the aged.In the development plan of the Aged in Shanxi province("Thirteen-Five"),the problem of social security of the elderly is the top priority.The Old-age insurance system only solves the problem of the old people's pension,and how to use the pension is related to the access of the old-age service,but for the elderly,especially the old,the current traditional sense of the old-age pension service can not meet the needs of the elderly.This article takes this social background as the foothold,carries on the research to the old-age institution of Taiyuan City.The comprehensive opening of the old-age service market provides an important opportunity for the private capital to participate in the development of the Old-age service,and our country is committed to building the old-age service system which is based on the function,the family old-age,the Community old-age,the institution old-age as the supplement and the medical support.As to how to develop the institution's old-age service,it is difficult to satisfy the demand simply relying on the government's power,so the State encourages the active participation of the private capital,and the private capital helps the institution to promote the old-age service becomes the inevitable trend.This article mainly takes the old-age institution of Taiyuan City as the research object,uses the literature research method,the interview method,the comparative analysis method three kinds of methods,through the On-the-spot visit and the investigation,carries on the analysis to the private capital participation institution old-age service participation Way,the service content,the development present situation and the existence question On the basis of drawing lessons from domestic and foreign private capital to help old-age service,this paper puts forward suggestions and countermeasures of Taiyuan's localization.This paper mainly describes the service level and existing problems of the old-age service of the capital participating institutions of Taiyuan citizen,the service level and the quality is not high,the policy is not perfect,the fund lacks,the specialized talented person shortage and so on restricts the development of the old-age institution.While promoting the development of Taiyuan's economy,it is necessary to guarantee the development of private capital to help theold-age service,the government's policy is the foundation,the capital investment is the guarantee,the mechanism construction is the core,and the old-age institution should innovate the development mode and improve the service level.Fully mobilize all social forces to play the role of volunteers.We should fully mobilize the enthusiasm of private capital to invest in old-age services,and will invest in old-age service as a social goal,and the further development of the endowment service will realize the win-play of Taiyuan's economic and social goals.
