The growing demand for pension services and the lack of social supply capacity of the elderly has become increasingly prominent, but the pension service is a kind of significant social welfare, it determines that the government plays an important role in the supply of pension services. Government purchase of home care services is a new way of providing for the aged, It can effectively improve the quality and efficiency of the supply of pension service. Besides that, It can also promote the government decentralization and optimize the allocation of public resources. Therefore, it is of great significance to study the problems and countermeasures in the government purchase of home care services.Changshu, Jiangsu Province is selected as a case. It explained the basic situation of government purchase of home care services and put forward the practical problems faced by the government. Besides, it analyzed the main problems that exist in government purchase of home care services from three angles, such as purchasers, supply parties and customers. In order to learn from some successful experiences at home and abroad, it selected Gulou District, Nanjing, Xuanwu District, Beijing, as well as Japan which has the similar cultural customs. Aiming at the existing problems, some suggestions are put forward.Firstly, the government should refine policies according to the local situation, and put forward relevant guidelines. Secondly, the government should encourage the participation of multiple subjects and emphasis on multiple the sources of funds.Thirdly, the government should strengthen the community building, to create a good support for the supply of home care services. Fourthly, optimize the mode of purchase, improve the legal purchase process, and build a competitive environment. Fifthly, improve the information service platform for the elderly, and emphasize on the talent construction of pension service. Sixthly, establish 360 degree evaluation mechanism, timely feedback, and form an effective interaction.
