With the gradual improvement of national economy,the government is playing a more and more important role in the social service,while public service is becoming a core function of the government.How to improve government service level and cover people’s growing service needs has been an important content of China’s reform and development.In this context,government service centers,which concentrate on providing government service,come into being.Basic-level township/sub-district convenient service centers are the nearest government departments to people,and thus their construction direct decides the effects of getting through ‘the last kilometer’.Chengdu,the provincial capital located in the center of western China,has long been taking the lead on western urban development.The contraction and development of Chengdu’s convenient service centers has profound effects on the well-being of nearly one-third of Chinese people.Therefore,regarding the standardization,normalization and facilitation construction of Chengdu’s sub-district convenient service centers as the research object,digging deep into the problems and difficulties during the construction,has certain theoretical and practical significance.This research focuses on the construction of Chengdu’s township/sub-district convenient service centers based on New Public Service Theory,Seamless Government Theory and Total Quality Management Theory.By collecting information from varieties of resources,this research summarizes problems in categories on the construction of convenient service centers,analyzes the reasons from the outside to the inside,and puts forward relative suggestions based on theories and advanced domestic experience.Specifically,this research bases on New Public Service Theory,Seamless Government Theory and Total Quality Management Theory,uses methods such as field visits,individual interviews and questionnaires,and asks management,staff and citizens in Chengdu’s basic-level township/sub-district convenient service centers about the standardization,normalization and facilitation construction of Chengdu’s township/sub-district convenient service centers.This research then puts forward relative suggestions based on existing problems to provide effective reference for the further reform and construction of Chengdu’s basic-level convenient service centers.Through the survey,this research finds that the construction of Chengdu’s sub-district convenient service centers has made some progress on the one hand.But on the other hand,dogmatism tendency,ignorance of software and insufficient facilitation have been three major problems.Firstly,dogmatism tendency is reflected by the fomalistic construction mode,perfunctory construction content and weak follow-up strength.Secondly,ignorance of software is reflected by the low quality of personnel,and absence of supervision.Thirdly,insufficient facilitation is reflected by the insufficient gridding,lack of characteristic services,insufficient department coordination and inadequate post publicity.This research further finds that these problems are caused by the inadequate concept cognition,lack of system guarantee and insufficient supporting resources including manpower resources,material resources,financial resources,etc.Based on the information above and practical experience of Beijing,Hangzhou,Chongqing,Zhuhai,etc,this research suggests that the construction of Chengdu’s sub-district convenient service centers should put more effort in changing ideas,perfecting system and strengthening financial mechanisms guarantee,to solve current practical difficulties.
