Discussion On The Participation In Social Governance Of Grass-roots Organization Of The Democratic Parties

In the third plenary session of the 18th CPC central committee,the general objective of comprehensively deepening reform was confirmed as improving and developing the socialist system with Chinese characteristics and modernizing the national governance system and capabilities.The socialist participating parties with Chinese characteristics cooperating with the CPC play an important part in national governing system and the layout of governance capability's modernization construction.The requirement of the time which is innovating social governance and speeding up the modernization of social governance capacity provides important developing opportunity for the grass-root organization of Democratic Party to participate in social governance.All-round social comprehensive governing pattern provides the pathway to effectively realize its social service function.Social governing practice focused in the grassroots,and there are opportunities and challenges in the process of adopting new situation and tasks,realizing the co-governing way with one party dominating with multiparty cooperation.Through research,the author pointed out that it was only through facing the difficulties and challenges,exploring social governance from the grassroots that the responsibility of participating in political consultation,democratic supervision and participating in political consultation under the leader ship of CPC can be fulfilled,and contributed in social harmony and orderly development.Based on these recognition,the grass-root organization's development under the context of social governance was explored with Jinan CDNCA as the main case.As the crucial domain of general objective's comprehensively deepening reform,social governance's all people co-constructing and sharing pattern needs Democratic Party's grass-root organizations to make full use of their unique advantages and functions,to coordinate the relations among government,market,society and the public,to satisfy social needs and create social values.On the base of the comprehensive analysis of domestic social governance and democratic grass-root organization construction,this paper illustrated the transformation of social governance's concepts,formation of behavior bodies in social governance,and the function of democratic party grass-root organizations in social governance perspective.Starting with the constructing situation of Jinan CDNCA,this paper displayed in the process of effectively participating social governance,how it faced the challenges brought by political,economic,cultural and social changes caused by economic developing patterns' shift.Social governing pattern's form requires healthy and active participation of democratic parties grass-root organizations.Related strategies and suggestions from the aspects of enhancing municipal guidance and promoting self construction were put forward with the hope of providing help for democratic party grass-root organizations,efficient participation in social governance,boosting political grasping capability of grass-root organization,as well as the political participation capability,organizing and leading capability,motivating and guiding personnel capability,co-working and cooperation capability and solving self problems capability,and providing beneficial suggestion for "Five in one" and "the four overall" strategic layout.
