Research On The Management Of Floating Population In Beijing

Since the reform and opening up,along with the process of urbanization and changes in social structure,people have gradually changed from "unit people" to "mobile people." Beijing's capital status,various employment opportunities,and relatively high salary income have created a huge pull for the floating population in the northern region,which has attracted large numbers of northern floating population to gather in Beijing.The large-scale and high-growth migrant population brings with it a large amount of labor and economic productivity in Beijing.At the same time,it also produces metropolitan diseases such as traffic congestion,air pollution,and shortage of natural resources.In general,the management of floating population is based on the government and is managed by administrative means.However,Beijing's population continues to break through the red line of population planning.The problem of floating population has not been solved for a long time,which also indicates the failure of government administration.The third sector theory has found a new breakthrough for the management of floating population.Based on the theory of "The Third Sector Theory","Social Integration and Social Exclusion Theory" and "Public Governance Theory",this paper examines the management of floating population from the perspective of social organization,and analyzes the current situation and problems of floating population in Beijing.Through the analysis of the current situation and problems of the floating population in Beijing,this paper combs the process and effect of the management of the flow population in Beijing and its effect.The analysis shows that the government has the innate weakness in the management of the floating population,such as lack of flexibility and poor timeliness,and that the social organization can form a complementary advantage with the government.Through the analysis of the four social organizations involved in the management of the floating population in Beijing,the article analyzes the operation process from the micro point of view.Then it finds out the roles,achievements and problems of the social organizations that participate in the management of floating population,and puts forward the improvement of the policy environment and the strengthening of the multi population management.Finally,it also proposed some countermeasures and suggestions,such as improving policy environment,strengthening multi party cooperation,improving organization's ability to use and enhancing social identity.
