Upper northern part of Thailand is located in the northernmost part of Thailand,with special geographical and political status.Active environmental NGOs in the region undertake different political and economic tasks than NGOs in other regions and social groups.It is not only the representative power of the regional grassroots,but also used by successive governments to control regional conflicts.In this background,this article selected period from 1980 to 2018,studying the development history of environmental nongovernmental organization in upper northern part of Thailand,analyzing its forming hierarchical structure,combining the law regulation with administrative regulation of government toward these organizations,exploring political interest exchange between the upper northern environment NGOs and governments,finally discusses the role these NGOs play in the regional development from the perspective of the service of national economic planning and the political situation,and predicts its future development trend.The exchange of political interests between government and social organizations led by the government realized the pursuit of partial interests of both sides.This relationship,in their respective political purposes,has further promoted the formation of the monopoly organization of environmental NGOs in upper half of Thailand's northern part.It is predicted that these NGOs will exist for a long term,playing a critical role in many fields in country's development.By bringing environmental NGOs into the government system but not giving the right,the national government will development of service economy,stabilize the domestic situation and consolidate the need for military political reform.
