Since the reform and opening,with the acceleration of industrialization,resources and environmental issues have become increasingly prominent.The total amount of energy consumption or pollutant emission has remained high,causing severe haze pollution problems.The central government and local governments are paying more and more attention to the status quo of haze pollution and have successively invested in the process of haze pollution control.Beijing-Tianjin-Hebei and surrounding areas as the key areas are of great importance in the national landscape of haze pollution control.In the past,the central government and local governments have made various efforts to collaborate to control haze pollution in Beijing-Tianjin-Hebei and surrounding areas,but the effect is not satisfactory.Beijing-Tianjin-Hebei and surrounding areas have repeatedly experienced severe regional haze pollution.It has become one of the focuses of academics and policymakers on how different governments can effectively collaborate to control haze pollution in Beijing-Tianjin-Hebei and surrounding areas.To promote haze control more targeted,more effective,and more precise,this study explores the evolutionary logic and effect evaluation of intergovernmental collaborative governance of haze.In terms of evolutionary logic,this study divides the intergovernmental collaborative governance of haze into three levels for analysis according to the different types of collaborative agents,which are the collaborative governance of haze between central government departments,the collaborative governance of haze between local governments,and the collaborative governance of haze between central and local governments.Therefore,this study attempts to answer these questions.First,what is the evolutionary logic of the collaborative governance of haze between central government departments? Second,what is the evolutionary logic of the collaborative governance of haze between local governments? Third,what is the evolutionary logic of the collaborative governance of haze between central and local governments? This study explores the effects of intergovernmental collaborative governance of haze based on summarizing the evolutionary logic,and focuses on answering this question: What are the direct and heterogeneous effects of intergovernmental collaborative governance of haze?This study systematically expounds on the evolutionary logic of intergovernmental collaborative governance of haze.First,the methods of Policy Literature Quantification,such as social network analysis,content analysis,and expert scoring,are used to effectively sort out the evolutionary logic of collaborative governance of haze between central government departments in the framework of Intergovernmental Collaboration.The evolutionary logic has been mainly reflected in the continuous strengthening collaboration between central government departments,the continuous improvement of policy mechanism,the short-term emergency effect of enacting policies,and the long-term superposition effect of cumulative policies.Second,the Evolutionary Game Analysis method is used to deeply explore the evolutionary logic of the collaborative governance of haze between local governments in the framework of Intergovernmental Collaboration.The evolutionary logic has been mainly reflected in different aspects such as the cost-benefit analysis,performance evaluation system,regional spatial influence,and industrial transfer trends.It has been further verified through the Case Analysis of the joint prevention and control mechanism for air pollution in Beijing-Tianjin-Hebei and surrounding areas.Third,the Evolutionary Game Analysis method is used to further explore the evolutionary logic of the collaborative governance of haze between central and local governments in the framework of Intergovernmental Collaboration.The evolutionary logic has been mainly reflected in different aspects such as clean government construction,environmental protection inspection costs,environmental accountability,and public participation.It has been further verified through the Case Analysis of the central environmental protection supervision mechanism for air pollution in Beijing-Tianjin-Hebei and surrounding areas.This study explores the effects of intergovernmental collaborative governance of haze based on summarizing the evolutionary logic.In the framework of Intergovernmental Collaboration,this study constructs an indicator of the policy intensity of intergovernmental collaborative governance of haze.This study uses the Spatial Econometric Analysis method to empirically test the direct effect of the policy intensity of intergovernmental collaborative governance of haze,and deeply explore the heterogeneous effects of policy intensity under the moderating effects of different types of public participation.Based on the evolutionary logic and effect evaluation of intergovernmental collaborative governance of haze,this study summarizes the research conclusions and gives scientific and effective policy recommendations.The main innovations of this study are as follows.First,this study uses the method of Policy Literature Quantification to systematically explore the collaboration between central government departments in air pollution control policies,and effectively sorts out the evolutionary logic of collaborative governance of haze between central government departments in the framework of Intergovernmental Collaboration.This study neither uses the qualitative way of interpreting policy literature to evaluate policy changes,nor does it follow the commonly used research ideas of measuring policy strength based on proxy variables or virtual variables.Rather,the unstructured policy texts such as the semantic content of policy documents and external structural elements are structured and quantified from the perspective of policy content,which is obviously different from common policy research.Based on the structured data obtained by quantifying the central government’s literature,an index system for the entire sample of air pollution control policies was constructed.Under the premise of ensuring the reliability and robustness of the indicators built,it is scientific and feasible to construct policy indicators for the air pollution control policy system,which is conducive to in-depth description and scientific evaluation of the evolutionary logic of collaborative governance of haze between central government departments.Second,in the framework of Intergovernmental Collaboration,this study puts forward the analysis results of horizontal game between local governments and vertical game between central and local governments,based on the bounded rationality of the players and the repeatability of game strategies.It effectively examines the evolutionary logic of collaborative governance of haze between local governments,and it elaborates the evolutionary logic of collaborative governance of haze between central and local governments.In the game of policy implementation for air pollution control,different local governments or the central and local governments cannot find the best strategy through only one game.But they could constantly find and adjust the better strategy,and eventually form a stable strategy.Therefore,based on the premise of the bounded rationality of the players and the repetitiveness of the game strategy,this study uses the Evolutionary Game Analysis method to systematically investigate the evolutionary logic of collaborative governance of haze between local governments,and deeply explore the evolutionary logic of collaborative governance of haze between central and local governments.Third,based on the combination of central government’s policy formulation indicators and local governments’ policy implementation indicators,this study constructs an indicator of the policy intensity of intergovernmental collaborative governance of haze.Most of the existing research focuses on the implementation of air pollution control policies,paying less attention to the policy formulation factors of air pollution control policies.Combining the evolutionary logic of intergovernmental collaborative governance of haze,this study constructs the policy intensity index of intergovernmental collaborative governance of haze.This indicator fully considers the central government’s air pollution control policy formulation and the local government’s air pollution control policy implementation.In this way,it can more truly reflect the efforts of different governments to control haze pollution collaboratively and bring a new research perspective of policy intensity. |
