A Probe Into The "One-Way-One-Net" Government Service Model Promoted By Jilin Province

Since the eighteen Party's Congress,the State Council has made the "Internet + government services" a key link in deepening the reform of "letting go of services".The "Internet + government services" in the process of continuous promotion is still faced with difficulties in the integration of online and offline,imperfect system and mechanism,decentralization of power,the level of online government services still need to be strengthened,staff professionalism is not strong enough,and service attitude is poor.All these hinder the construction of service-oriented government and are not conducive to the promotion of governance modernization.Thus affecting the satisfaction of the masses for government services,resulting in the lack of high participation of the masses,and did not achieve the real needs of helping and facilitating the masses.This paper uses literature review,comparative analysis,theory combined with practice,normative analysis and empirical research methods.Starting from expounding the structural elements of "one-way-one-network" government service in Jilin Province,and combining the new public service theory and collaborative government theory,this paper makes a general discussion and analysis of "one-way-one-network" government service.Through on-the-spot investigation of Jilin Provincial Government Hall,this paper understands and combs the current situation of Jilin Province's "one-way-one-network" government service mode,starts with the concept and process,and draws on the experience of other provinces and cities in the reform of "one-way-one-network" government service,carries out the structural elements,motivation,practice and main results of Jilin Province's "one-way-one-network" government service reform.This paper analyses the problems existing in the current reform and tries to put forward some suggestions and Countermeasures for the reform of "one-way,one-network" government service.
