Research On The Government Responsibility Of The "Going Global" Strategy Of Small And Midium-sized Enterprises

From a big developing country to a powerful developing country,China's influence on the international economy is increasing.As the economy is developing,the pace of enterprises "going global" is accelerating."going global" is meaningful on expanding the international and domestic market,learning foreign advanced experiences,improving the international competitiveness,promoting the economic development of the host country.Small and medium-sized enterprises account for more than 99%of the total number of enterprises in China.They are an important part of China's economy.They play a very important role in absorbing employment,activating the economy,and promoting innovation.The small and medium-sized enterprises in Changsha have"gone out" for a not long time and lack experience,and medium-sized enterprises have their own shortcomings,such as small businesses,limited capital,lack of resources and lack of coordination and cooperation between enterprises.Therefore,macro regulation and guidance of the government is necessary.This paper takes Changsha city Hunan province as an example,using the methods of literature research,questionnaire and comparative analysis.Based on the research of domestic and foreign scholars,it begins from the "going global" status quo of the small and medium-sized enterprises in Changsha city,analyses the problems and causes of the government responsibility in Changsha small and medium sized enterprises "going global",and then through the analysis of the relevant provincial and municipal government in promoting enterprises "going global",comes out the experience of government in promoting enterprises"going global",then explores the countermeasures to shoulder the government responsibility in the implementation of small and medium-sized enterprises "going global" strategy,and finally summarizes the conclusion.The main problems of government responsibility include:the policy support is insufficient,the professional service is not good,the open platform construction is lagging behind,and the service environment needs to be improved.The causes include:the sense of inland closed is serious,the system and mechanism are not smooth,the administrative examination and approval is complex,and supervision of enterprises is insufficient.In order to better promote Changsha small and medium-sized enterprises to "go out",government should strive to shoulder the government responsibility in the implementation of small and medium-sized enterprises to "go out" strategy,including planning the strategy in an integrated manner,strengthening sectoral linkages,refinement of policy support,strengthening professional support,establish the opening platform,strengthening publicity and communication.
