Germany's Leadership In Energy Transformation From The Perspective Of Policy Diffusion

Energy transition is one of the most obvious characteristic of global environmental governance.To some extent,all countries are trying energy transition.And Germany is no doubt at the forefront of the energy transition.But we have also observed that Germany is not only promoting energy transition at home,but also trying to promoting energy transition among other countries both in EU and around the world.From this level,Germany is becoming a leader within the global environmental governance system.I think this kind of leadership is not hegemonic.Germany leads through the policy diffusion.Through rational analysis,other countries learn German energy transition policy,knowledge and technology.This article based on the investigation on the concept of leadership,and focuses on analyzing the ways of German achieving its leadership in the field of energy transition,the definition and decisive factors of policy diffusion.Furthermore,this article summarizes the different means of German policy diffusion.Finally,through specific cases of Germany policy diffusion in the process of energy transition,we will analysis the effects of Germany energy transition.Specifically,the main content of this paper consists of four parts:The first chapter mainly introduces the history,the motivation and current situation of Germany energy transition.The German energy transition had made a lot of mistakes in the past and experienced many setbacks,but its goal is determined,and has made a great achievement.The second chapter mainly focuses on the concept of leadership.As an important phenomenon in international politics,the concept and classifications of leadership should be redefined.And what is the distinguishing feature of German's leadership needs to be discussed.I think German leads the energy transition through policy diffusion.This part then focuses on the diffusion of German policy.The third chapter analyzes the influence of German policy diffusion in the global energy transition system through specific cases.The fourth chapter assesses and evaluates the prospect of German's leadership in the energy transition.And the last chapter provides some advices for China to gain global influence in the process of energy transition in the future.
