In modern societies where material wealth has been rapidly accumulating and infrastructure has improved,people are paying more attention to the safety of their living environment and the protection of their physical health.As a result of environmental pollution and the construction of neighboring facilities,the phenomenon of adjacency conflicts has become more popular.The large-scale mass incidents caused by the construction of waste incineration projects have gradually spread from the first-tier cities to the second-and third-tier cities.From an economist's point of view,the siting of the adjacent facilities is determined by the economic strength,and the economically disadvantaged groups correspondingly bear the risk that the avoidance facilities may bring.However,with the popularization of new media and the awakening of civic awareness,the imbalance between risk distribution and welfare sharing has triggered a game of interest between the people and the government.The public's attention to social governance and the enthusiasm to protect their own rights have been improved.As a "strong government" country,China has assumed absolute responsibility in traditional social governance.The traditional model of political governance has problems such as the incomplete laws and regulations and the limited political participation channels of the people.There are organized and organized group events.The government has to seek better solutions.Frequent evasions of conflicts test the efficiency of government governance while also challenging its governance model.How to improve the government's "good governance" level in the new situation,realize the legitimacy,transparency,responsibility,rule of law,response and effectiveness of government governance,and reduce the losses caused by such incidents through scientific and effective government governance models.Stakeholders can seek a balance point and maximize public interests.This is a proposition that experts and scholars have been tirelessly exploring.On the basis of reading domestic and foreign theory of conflict avoidance and government governance,this article uses Professor Yu Keping's theory of "good governance"as a theoretical basis to carry out a case study of five mass incidents caused by garbage incineration and summarize the development of events in accordance with the development context.The six major time nodes:information dissemination points,public action points,government response points,conflict flash points,pause points,and finish points.Using time nodes as clues to compare government governance behaviors,analyze the role played by information on the development of events at the information dissemination point,and the impact of media attention on the development of incidents at the point where the conflict erupted.This gives information symmetry to the transparency of government governance.Significance;Summarizing the role of the letters and visits system at the public action point,the role of accountability after the end of the incident,and the role of government in governance;The role of institutional guarantees for the legitimacy of government governance;and the case of experts and scholars and citizens participating in political decision-making for government governance The role of multi-party participation reflects the important role of optimizing government decision-making models.Through case analysis,summarizing the regularity of government governance behavior at the same time node and seeking to construct an optimal government governance model is both the purpose of this study and a certain degree of innovation.
