In recent years, the transition period, profound changes occurred in all aspects of social life, and the rapid changes and re-differentiation of social interests accumulated the social contradictions. China has already entered "risk society", a theory proposed by German sociologist Beck. During this contradictions remarkably appearing time, many problems which affect the social stability become apparent, especially the mass events. While in those mass events, the environmental mass events have become a serious problem for it is increasing at the rate of 29% per year. It is worthwhile for the local government to think about how to govern the environmental mass events and maintain the harmony and stability of society. On the surface, the limited liability of local government in the administrative division, the absence of the notion for environmental right, and one-side pursuit of stability to gain supports from people seem to cause the local government environmental mass events. However, the real reason is the deviation of our Achievements Evaluation System, the poor channels of interest demands and the closed decision-making system. This thesis is based on the Theory of Adjacent Avoidance, and take five PX events as examples to summarize the new feature of environmental mass events -----NIMBY. Under the framework of this theory, the paper further analyzes the reasons why local government faced a dilemma situation on environmental mass events,and finally discusses the countermeasures for the local government to deal with the environmental mass events.
