Research On Problems And Countermeasures In Rural Grassroots Democratic Election

As is known to all,rural grass-roots democracy is the most extensive practice of socialist democracy with Chinese characteristics,which not only ensures that all Chinese people can exercise their democratic voting right according to law,but also makes sure that they can exercise the rights of democratic decision-making,democratic management and democratic supervision according to law.China always considers it one of the most important political tasks to improve democracy at the grass-roots level,strengthen grass-roots democratic political power,and guarantee people as the master of the country.Therefore,grass-roots democratic election in rural areas is the key to grassroots self-governance at present.To realize self-governance at the grass-roots level,it is necessary to solve the problems in grass-roots democratic elections.In the democratic elections of X County,Y City,Sichuan Province,there are problems like canvassing with bribery,candidates with poor comprehensive strength,villagers electing not by law,and weak execution of policies,the first problem of which is due to interference from families or factions,protracted disputes and policy defects;the second problem of which is because the low salary and limited career development of village leaders fail to attract talents;the third problem of which is because of villagers' lack of law consciousness;the last problem of which is due to some policy implementers with weak ability and government's lack of publicity on the election policies.Besides,X County fails to timely and properly handle some historical issues,causing hidden obstacles for grassroots democratic elections.Aiming at the problems and causes,the writer proposes perfect methods and specific measures,including implementing stricter democratic election procedures,enhance government's effective supervision and guidance,increase the cost of illegal rumormongers,strengthen supervision by villagers,play the positive role of families and factions,properly extend the term of village leaders,improve the incentive mechanism for village leaders,try to train reserve forces and promote rule of law.To sum up,it is of tremendous significance for grass-roots democratic election in X County and even nationwide to uproot all related problems.
