Research On The Problems And Countermeasures Of Rural Grassroots Democratic Election In The Underdeveloped Areas Of G Province

Villager autonomy is an effective way to realize that the majority of peasants are the masters of the country and exercise their autonomy according to law.The democratic election of villagers is the core content of rural villagers’ autonomy and the basis of villagers’ autonomy.As a key link of villager autonomy,democratic elections are of great significance for villagers to participate in democratic management.Since the promulgation of the "Organization Law of Villagers’ Committees" in 1998,the grass-roots governance model of villagers’ democratic self-governance has gone through 20 years of practice and several revisions,which,to a certain extent,has stimulated the enthusiasm of villagers to participate,elect,decide,manage and supervise.And the democratic consciousness of the masses has been improved to a certain extent.The grassroots democratic construction in rural areas has also developed a certain scale and foundation,but the relevant mechanisms are still not sound and perfect.In view of this,this article through the literature research,field interviews and comprehensive analysis methods,the basic situation of the 7th villagers committee election in Z city,as well as the non-standard procedures of democratic election,the phenomenon of "bribery for election",the manipulation of the election by clan forces,the weak and unbalanced democratic consciousness and the inaction and chaos of the grass-roots party committee and government are systematically analyzed from three aspects:social factors,political factors and economic factors.Finally,through cultivating the democratic awareness of villagers,improving the rule of law at the grassroots level,deepening the electoral and accountability system,promoting the openness and standardization of village affairs,implementing the democratic supervision mechanism,vigorously carrying out special campaigns to eliminate evils,and safeguarding democratic autonomy fairness and justice and so on aspects,we discuss ways and countermeasures to improve rural grassroots democratic elections,and provide reference for solving similar problems.
