| From 20 century on,as the system for contracted responsibility carried out in countryside,p eople commune system faded out and rural grassroots term election onstage.The foundation of g rassroots term election not only raised people’s awareness of participation,democracy,and legal consciousness but ensured the steady de velopment in rural area though came out some problems.With policy and laws related completed,people in rural area show more interest in public election,therefore the system grassroots electi on needs to be improved.It has great importance to discuss and solve the existing problems.This paper takes rural area in mudan district,heze,for example,concludes problem existed i n our current election system based on several years experience teaching and working in grassro ots,and discusses problems shown in election include unregular election program;the lack of la ws related and transparency that results in democracy unable to being reality,and the right perso n failing to be elected respectively;the interaction of clannism that makes election injustice.In ai ms at solving those problem,this paper comes out some suggestions,completing legal system an d election system;regulating election program;building up supervision system includes supervis ion from party branch,voters,and superior government,etc.improving voters’ quality in terms of education and legislation;raising the passion to involve in politics;eliminating the affect from clannism,founding committee that participated by all the stakeholders;developing economy in countryside by adjusting industrial structure to evoke democrats.Grassroots election is the priority in countryside self-government.The completion of grassr oots election could benefit fundamental democrats and rural economical development.Based on own experience,by analyzing current situation of grassroots election,the writer gives several sug gestions to make contribution on completion and development of rural area election system. |
