Policy Ambiguity And Governance Performance

The fact that most public policies have ambiguities in policy texts and goals has long been existed despite its criticism.This has forced people to reflect on why some central government-formulated public policies have long been ambiguous.If the policy is not conducive to national governance ambiguity,why in the long-term criticism and not been government departments to correct?What is the practical significance of ambiguity policy in the context of China's state governance?Can policy ambiguity ease the contradiction between centralized power and decentralization so as to achieve effective governance?Whether the policy ambiguity is harmful and what are the disadvantages?What is the path to improvement?This article focuses on and answers the above questions.With policy-ambiguity governance performance as the research object,based on the change of relationship between central and local government in China since the reform and opening up,in view of the encouragement and restriction of the ambiguity policy on local governance,the risk accumulation and dissolution of the policy ambiguity,under the performance display strategy to conduct in-depth study.Examining the ambiguity and unsustainable limits of policy,the paper summarizes the types of policy ambiguity between central and local governments and how to choose between policy ambiguity and policy clearness.In the structure of writing,the thesis is divided into three parts:the positive effect of policy ambiguity,the accumulation and resolution of the risk of ambiguity policy,the optimal choice of the degree of ambiguity policy.Specifically,the first chapter point out that policy ambiguity is a normalized policy phenomenon in China.The existence of such policy phenomena has its own reasons for the process of policy making,state governance,national conditions and internal governance.The second chapter elaborates the ambiguity policy from the two aspects of motivation and restraint.It can effectively coordinate the relationship between the central government and the local government in national governance,and generate desirable governance performance.The third chapter analyzes the process of ambiguity policy governance risks and risk resolution process.The fourth chapter elaborates the performance display strategy of local government under the policy ambiguity background,and examines how the local government can adopt the strategy to avoid the risk that may be caused by policy ambiguity.The fifth chapter discusses that the policy ambiguity has unsustainable defects,points out the different types of policy ambiguity between central and local,discusses the relativity between the policy ambiguity and the policy clearness and how to choose between the policy ambiguity and the policy clearness.The study found that the ambiguity policy is the normal state of the Chinese context,have their roots.Ambiguity policy is an effective governance tool to ease the inherent contradiction between centralized power and decentralized power.It takes into account both the enthusiasm of the central and local governments and the effectiveness of state governance.First of all,policy ambiguity has its own practical significance.The enormous regional economic and cultural differences,vast territory,and multi-level government structures have increased the difficulty of governance for the big powers in China,which is mainly manifested in the supervision by the central authorities over the local governments And control and local self-governing conflicts.It is difficult for the central government to make a clear and concrete subjective and objective objectively.The central government is inferior to the local government in having enough detailed information
