The Research On The Problems And Countermeasures Of Synergistic Governance Of Public Crisis

Since the beginning of the 21 st century,various "natural disasters and man-made disasters" have frequently appeared in people's horizons and have constantly hit people's nerves.With the frequent occurrence of public crisis,the concept of crisis governance has gradually replaced the concept of crisis management.Idea as a leader in action.In the traditional period,relying solely on the government's power to manage the crisis has become outdated.The coordinated governance among multiple entities has become a realistic choice for public crisis management.Synergistic governance of public crisis requires government,non-government organizations,and the public to co-operate with each other,influence each other,promote cooperation,and share risks,so as to maximize the overall effectiveness of crisis government.This paper mainly focuses on the two issues: why should we cooperate in governance and how to achieve synergistic governance? Through the analysis of the typical case of the "8·12" Tianjin Port Ruihai Company large explosion accident,and using the theory of synergistic governance to systematically analyze the concrete practice of the government,non-governmental organizations and the public to take part in the public crisis governance,It is found that in the process of co-governance subject participation in the synergistic governance of public crisis,there is still a lack of prevention of the main body of synergistic governance,the lack of coordination among the main bodies of synergistic governance,the poor communication between the subjects of synergistic governance,and the lack of coordination among the synergistic governance subjects.Basically speaking,there are so many problems in the synergistic governance of public crisis that can be mainly attributed to: the lack of awareness of crisis in the subject of synergistic governance;the laws and regulations related to the synergistic governance of public crisis are not perfect;the lack of public organizations for comprehensive coordination of public crisis;the public crisis information communication mechanism is not sound.After a systematic analysis of the above problems and main reasons,a synergistic governance approach suited to the localization of China is proposed: at the conscious level,it is necessary to strengthen the crisis prevention awareness of the subject of synergistic governance,and at the same time strengthen the concept of synergistic governance of public crisis;At the legal level,it is necessary to improve the legal and regulatory systems related to the synergistic governance of public crisis;At the technical level,it is necessary to improve the public crisis information communication mechanism,and at the same time strengthen the ability of the subject of synergistic governance.
