At present,the number of internet users in China has reached 772 m,the tentacles of the internet are extending to every corner of people's lives,the public is in the internet,there are active information request,there are also passive information acceptance,people in the network to discuss social topics of enthusiasm is growing,especially in the face of social hot information,although the public " outside",did not have a clear understanding and judgment of the event,but still often lost in a lot of multifarious information objective thinking judgment,the public opinion directed at the government.As the most contact with the public at the grass-roots level,the government should adapt to the new way of network information dissemination,abandon the past passive response or non-response disposal,good government response is the inherent requirement of building a service-oriented government,improve the level of governance,with " grass-roots characteristics" response theory research,for the grass-roots government in the face of the impact of public opinion to provide an operational theoretical basis for the appropriate response,improve too much " order" and less " guide",network public opinion communication channels are diverse,interactive,fast transmission,scattered area,the government should play the role of " neutral certifier" and " authoritative arbiter",the original source of network public opinion.At present,the grass-roots government is faced with the following problems: the response speed is difficult to keep up with the rhythm of public opinion,the ability of capturing,discriminating and analyzing public opinion information is insufficient,the departments can not make a joint effort independently,and the lack of balance between social public opinion and legal system is mainly due to the lack of attention to network public opinion,the lack of network thinking and the poor practicability of public opinion control system.therefore,it is necessary to improve the timeliness and authenticity of public opinion response,transfer credible public opinion information to the public and listen to the voice of the public,smooth the information gap between the grass-roots government and the people under its jurisdiction,and grasp the current situation under the framework of perfecting the legal system.
