Study On Resentment-venting Governance:in The View Of Political System Theory

With the successful convocation of the 19th National Congress of the Communist Party of China,our country has entered the decisive stage in building a moderately prosperous society in all respects.Our country is on the road of building a moderately prosperous society in all respects,on the one hand,the political,economic,cultural and environmental have made great progress and achievements,but on the other hand the social conflict,the frequent mass incidents,not only affected the stability and harmony of society,but also caused serious negative impact on the economic development.Especially,it is worth paying attention to the formation of the resentment-venting incidents,which have contingency,sudden and serious destructive characteristics,the most important is that most of the participants and the occurrence of the event has no direct interest,some scholars call "indirect stakeholders conflict." With the rapid development of economy and the continuous advancement of social transformation,the frequency of outbreak is increasing,which shows that there are obvious problems in the process of building a moderately prosperous society in all respects,which leads to the discontent of social groups and causes the disorder of social order.By comparing and analyzing the resentment-venting incidents in China in recent years,we find that the main focus of this kind of events lies in the economic interests,which have not yet risen to the political demands and it is mainly that the behavior of the social groups taking the opportunity to vent their emotions.The occurrence of this kind of event also exposes our country demand expression channel not unimpeded,as the gap between the rich and the poor is too large,the government and the people are sharp and the governmental lack of emergency capability.These problems are the characteristics of the stage in the process of economic transformation,but because of relating to their fundamental interests and social stability,So it still needs to be taken seriously.Based on the analysis and study of several typical incidents in China in recent years,this paper first makes a macroscopic understanding of the occurrence of this kind of event,and then analyzes the causes of the typical group events in our country by using the theory of political system analysis,and divides the process of mass incidents into three stages.It also analyzes and interprets the characteristics of events occurring in each stage and the causes of social group behavior.Through the analysis and summary of the cause,the author concludes that the government authorities exist the predicament and the cause of the predicament in each stage,then laying the foundation for perfecting the government's coping path.Finally,by drawing on some useful experiences of the grassroots governments in dealing with the resentment-venting incidents,we can guide and adjust the different stages of the group incidents,hoping to provide valuable consideration for the government authorities to deal with the mass incidents and provide theoretical contributions to the study of the resentment-venting incidents.
