In China,the development of emerging technologies such as mobile payments and GPS positioning and public demand for "last mile" travel has given birth to a new mode of travel-shared cycling,which satisfies citizens' urgent needs.At the same time,problems such as vehicle safety,parking order,deposit management,and market competition have also emerged.Negative externalities have emerged,and the existing regulatory system has had little effect.Through analysis,we can find that China's current government supervision of shared bicycles is fragmented.Using the overall governance theory,it can play a role in the four aspects of target integration,functional integration,information integration,and social participation.The cases in Beijing,Shanghai,and Chengdu show that the three cities basically meet the four conditions of target integration,information integration,function integration,and the collaborative integration of government,business,and the public,and have achieved good regulatory results.At the same time,it also shows that different cases have taken different measures in these four aspects,and the degree of implementation is also different.This depends on the basic situation of each city and the status quo of the development of local shared bicycles.It is not only the responsibility of the government to regulate and supervise the sharing of bicycles.It is necessary to rely on Internet technology to reshape and integrate various organizations within the government.The government,the enterprise,and the public should jointly supervise and form an overall governance.Specifically,it can be carried out from the following aspects:First,the functions of various supervisory departments should be clearly defined,and organizations with similar functions should be merged and reorganized.Second,establish a nationwide interconnected credit system and regulatory information system.Then,strengthen the cooperation between the government and enterprises,and improve the public's supervision and feedback channels.Finally,through local pilots,the experience of government supervision of shared bicycles is summarized,and references are provided to other cities to fundamentally solve the "last mile" travel problem,give full play to the positive role of shared bicycles,and increase public welfare.
