The continuous progress of Internet technology has promoted the vigorous development of the sharing economy,and the E-hailing has emerged in this era.The rapid development of E-hailing has not only met the needs of the general public,but also welcomed the public,and integrated the idle resources of the market under the guidance of the theory of the sharing economy.At the same time,the new industry model has also produced many problems.It has brought a huge impact to the traditional taxi industry and brought new huge regulation problems to the government regulation department.Taxi drivers in Dalian city have had a conflict with the E-hailing drivers.Then there was a strike in taxis in Dalian city,and the public began to refuse to carry taxis.This incident is a reflection of the rapid development of E-hailing,which has also brought about the dilemma of government regulation.If the government fails to implement reasonable regulatory measures,it will seriously affect the future development of the industry.At this stage,the government is still in the stage of exploring the development of the network,and the regulation of the E-hailing from the strict prohibition from the beginning to the current recognition of its legal status.However,there are still lots of shortcomings in the regulation of the government,such as the inability to supervise and guarantee the passengers' personal safety and information security,and the lack of financial and material resources to supervise a large number of E-hailing.Therefore,based on the analysis of the current situation and existing problems of the E-hailing in Dalian city through literature analysis,comparative analysis,interview and direct observation,this thesis puts forward the optimization suggestions for the E-hailing regulation in Dalian city on the basis of the experience of foreign regulation,in order to better standardize the overall development environment of the E-hailing industry in Dalian city and promote the innovation and innovation of the government regulation and management.This main body of this thesis is divided into four parts:The first part is the analysis of basic theory.This part defines the related concepts of E-hailing,sharing economy and government regulation,expounds the related theories of government failure and market failure,and provides a theoretical basis for the analysis of the problems existing in the government regulation of E-hailing in Dalian city.The second part is the analysis of the current situation and problems of E-hailing regulation in Dalian city.The third part is about the experience and inspiration of foreign government in E-hailing regulation.This thesis mainly introduces the regulation experience of several representative countries,including the mode of innovation regulation in the United States,the mode of double track regulation in the United Kingdom and the mode of loose regulation in Singapore.Through the comparative analysis of the regulation experience of the above countries,we get the Enlightenment of the innovation regulation,and provide reference for the government regulation strategy of E-hailing in Dalian city.The fourth part is to put forward reasonable countermeasures and suggestions for the government regulation of E-hailing in Dalian city.It mainly includes establishing a systematic regulation mechanism,perfecting relevant laws,establishing the integrity evaluation system of the E-hailing industry,making full use of the Internet technology and sharing economy concept to establish the information sharing platform of the city network.Finally,the government regulation innovation of E-hailing in Dalian city will be realized,so that it will become a model of local regulation and promote the reform of local government regulation.The innovation of this thesis lies in the novelty of the topic.At present,the E-hailing industry in China is still in the development stage.The E-hailing service and security incidents are frequent.The government's regulation of the E-hailing is still in a state of exploration,lacking its deeply exploration and analysis of the regulation object.Secondly,through interviews,direct observation and personal experience,the author goes deep into the actual operation of the network contract car,in-depth dialogue between the drivers and passengers of the E-hailing,not only to obtain real and effective information,but also to find out the current situation of the development of the network contract E-hailing in Dalian and the lack of regulation process.And fully combined with the background of the sharing economy,some personal views on the supervision countermeasures are put forward,which enriches the mode of regulation countermeasures of the E-hailing in Dalian city.
