Research On The Implementation Of The Relocation Policy Of Easy To Poverty Alleviation

At present,how to solve poverty has become an urgent problem to be solved by all countries in the world.As the world's largest developing country,China has in recent years launched a series of precision poverty alleviation policies such as social poverty alleviation,financial poverty alleviation,and health poverty alleviation targeting different regions and different types of poverty.Especially for life in the absence of the poor living conditions region,assisted by the method of change of moving out of poverty,through the selection of reasonable planning and resettlement area,help to carry out the production and business operation activities,expand sources of income poverty alleviation is more obvious.Based on Smith policy implementation process model for the theoretical analysis model,from the perspective of public policy implementation,using literature study,model analysis,questionnaire survey and depth interview method,from the idealized policy,actuators,target and policy execution environment it won four aspects of S city relocation for poverty alleviation policy implementation process are analyzed,and according to the study found that the problem,put forward the corresponding countermeasures to resolve.Through the analysis found that the change of S city relocation policy for poverty alleviation in the following problems: move the number of families wish of clear and relocation is not unified,the construction rules deviates from the reality of relocated people need to exist,move the follow-up policy and the development of the relocation staff exists "short",a few policy implementation personnel violations,the move to understand policy after unilateral move,some shops and a lack of employment opportunities,etc.Analysis problem causes: the change of design flaws,relocation policy for poverty alleviation won the relocation policy for poverty alleviation lack of executive main body ability,change of poverty alleviation and relocated farmers participation is not high,change of relocation for poverty alleviation policy execution environment barriers.Suggestions from the following four aspects,to improve policy implementation effect: build policy tracking feedback mechanism,optimization of moving object access system,continuous improve the follow-up support policies to realize standardization and scientific process of policy making;To build an effective joint action mechanism for executing agencies,improve the capability quality of policy implementors,and improve the policy supervision and assessment mechanism to improve the execution ability of the executing agent;To stimulate the endogenous power of the target group to develop itself and alleviate poverty,further strengthen the policy propaganda,and build the information communication mechanism of target group to increase the participation of policy implementation target group;We will expand financing channels,scientifically plan relocation sites,and strengthen follow-up effective management services to optimize the policy implementation environment.
