Alfred Thayer Mahan once pointed out in the Theory of Sea Power which indicated that:"A country cannot always rely on its own existence,and one of the easiest ways for it to communicate with other nations and revive its own strength is the sea." Building a powerful maritime State is an inevitable trend for the rise of great power.China is a large maritime State,but not a maritime power,the lack of the national ocean consciousness and maritime culture,to a certain extent lead to the imperfect marine legal system is the root that cannot be ignored.Nowadays,building a strong maritime power has become an important part of the cause of socialism with Chinese characteristics.It should be the top priority to strengthen the national ocean awareness,develop maritime culture,and complete marine legislation.Britain had opened the industrial revolutionthrough the seaas a world's traditional maritime power,without the development of the sea,there would be no national history of glory.The development of the sea also makes Britain has a profound maritime culture and a sound marine related legal system.China and Britain are both coastal countries,but have completely different ways on ocean development.They also have obvious differences in ocean policy and marine related legal system.Their unique maritime cultural concepts and traditions are playing a subtle role.How to make use of maritime culture to promote marine related legislation,and establish an effective and reasonable legal system to safeguard our country's marine rights and develop the marine undertaking,the way of British marine development will be a good reference for us.This research analyzes the impact of maritime culture on marine related legislation from five aspects of British marine development,and provides experience and reference for the improvement of marine related legal system in China.This research is divided into three parts:The first part:this part is the preface of the paper.It is divided into four parts:research background,literature review,argument and writing content,innovation points.It mainly analyzes the current research situation of maritime culture and marine related legislation in academic circles,introduces the general situation of Britain,and also provides background support for the discussion of British maritime culture and marine related legislation.The second part:this part includes the first chapter to the sixth chapter mainly analyzes the British maritime culture,the marine related legislation in five aspects which are the marine resources,the marine fishery,the ocean shipping,the marineplanning,the marine management.The relationship and the impact between them are also discussed.The third part:this part is seventh chapter,through the second part of the analysis of the British maritime culture and marine related legislation,combined with the status quo of marine related legislation in China,and providing advice and reference to improve our maritime legal system.
