Public service is the core idea of public administration and government reforarm in the 21st century.With the increasing demand for personalized service from the public,the demand for refined management of government services is also increasingly prominent.The Nineteenth Congress once again put forward "deepening institutional and administrative restructuring." The purpose is to make great efforts and change the functions of the government,deepen reforms,improve management,and build a service-oriented government that is satisfactory to the people.It can be said that the practice of government fine management is a profound transformation of China's public management and has important strategic significance.Refined management is the guarantee for improving government service capacity building.The fine management of remuneration and benefits is an important part of refined management.It is to solve the unreasonable parts and links in the past remuneration and benefits,realize the fair and reasonable remuneration distribution,and truly play the incentive role of remuneration and benefits.Basing on the grassroots,using the ideas and concepts of refined management to study the pay and welfare of public officials at the grass-roots level,it is necessary to better solve the practical pay and welfare problems of grass-roots public officials,to stabilize the grass-roots ranks of the government,and to give better play to the role of grassroots fighting bastions..Under this background,this paper takes the fine management of remuneration and welfare of grass-roots public officials in H city as an example,and conducts a study on the issue of refined management.We hope to make contributions to the resolution of the fine-grained compensation and welfare of grass-roots public officials.The research content of this article mainly includes the following parts:The first part is the introduction.The main content includes the background and significance of the topic selection,literature review(overseas research results,domestic research results,analysis of domestic and foreign literature research),research content and research methods;the second part is related concepts and theories.basis.The main contents include the definition of relevant concepts(fine management,fine management of remuneration and benefits,conservation-oriented government and grass-roots public officials),and a theoretical overview of refined management(Refined management theory,human capital theory);the third part is the H city people.The analysis of the present situation of the fine management of remuneration and welfare of the Social Bureau includes the establishment of the organization and the main functions of the
