Food safety problems,including the exposure of illegal food additives,dirty food factories and remnants of hazardous chemicals have been increasingly exposed to the public,which continuously challenges the psychological bottom line of consumers.The public has gradually lost their faith on food.Many famous domestic dairy brands were recalled due to melamine,which also reflects defects in China's food recall system.Food safety problem has been one of the greatest concerns of the society.It not only affects the stability of market economy,but people's feelings and social harmony.Therefore,strict supervision on food plays a significant role in timely recall of unsafe food,problem investigation,avoidance of same problems and improvement of food quality and maintaining of customers' health.The United States is one of the countries that established its food recall system at an earlier time.Experience from its mature system can be applied in China.However,because of different social conditions,it's necessary to selectively learn from its successful experience based on comparison and analysis,so as to improve the food recall system in China.During the collection of food recall incidents of China and U.S.,the author finds that recall of dairy products takes up a large proportion.With the upgrade of life concept,consumption of dairy products increase in great number and dairy products become main products for people of various ages.Therefore,this paper,with a case of dairy product industry,aims to disclose defects in food recall in China through crucial food fields and typical recall problems.Under the guidance of public governance and asymmetric information theories,the author introduces the connotation and principles of food recall system first,selects three main comparison perspectives,conducts a comparative study on dairy products in China and U.S.from aspects including laws and regulations of recall,safety standards,management model and recall procedures,analyses problems in China's dairy products recall system and proposes relevant suggestions.Chapter I Introduction mainly introduces the study background,research results at home and abroad and study significance.Chapter II gives an account of theoretical basis,including concepts related to food safety,food recall,food recall system and dairy products,as well as this paper's theoretical support-public governance and asymmetric information theories.Based on the basic connotation of food recall system,this chapter selects three main comparison perspectives.Chapter III studies food recall system of China and U.S.and makes a comparison between the two systems through materials on dairy products industry.Chapter IV,V and VI compare laws and regulations,safety standards,recall model and recall procedures between China and U.S.respectively and analyze problems and shortcomings of China.Chapter VII makes a conclusion and proposes suggestions on improvement of domestic food recall system.
