Analysis On The Role Of The Party Cadre System Under The System Of People's Congress

As a fundamental political system of our country,the people's congress system stipulates that local government leaders are elected by local people's congresses.However,it is determined that the central authorities must grasp the local understanding circle to control the place,due to our country's unitary system of state institutions.There is a conflict between the system of the people's congress and the unitary system in the appointment and removal of local officials.In this paper,it is believed that the ruling party cadre system is the key to solving this conflict.The development of the ruling party cadre system was reviewed,and then its function in our constitutional system,influence on the people's congress system and its development trend were analyzed.First of all,the development of ruling party cadre system was reviewed in the paper,mainly including the historical development process of the core contents of the two party cadres system,namely,"party management cadres" and "cadre management authority".In the second part,the role of party's cadre system in the framework of people's congress system was analyzed,mainly investigating the how the local leaders come into being under the joint action of the party's cadre system and the people's congress system,from the historical point and normative system level.Finally,the influence of the party's cadre system on the people's congress system was discussed and its future development trend was pointed out.
