Research On Legal Issues Of Food Safety Supervision On Internet Import

In recent years,with the rapid development of cross-border electronic commerce,online food import has become a common behavior of the public.According to the food business network statistics,in 2016,China’s network bonded imported goods amounted to 25.6 billion yuan,nearly a third of which is food,mainly including about 20% of health food and 10%of milk powder.it can be seen that China’s online food import demand is large.However,the current food supervision mechanism is based on the traditional characteristics of general imported food,which is not suitable for the emerging network of imported food safety supervision.Therefore,there is an urgent need to improve the relevant laws and regulations and regulatory agencies,in order to solve a series of regulatory issues,such as the lack of legal norms,the absence of regulatory bodies and the common phenomenon of no Chinese label.Therefore,this article has carried on the comprehensive and systematic research to the network import food safety supervision,has certain theoretical and practical significance.This paper systematically explains the basic theory of network imported food safety supervision,discusses from the definition of relevant concepts,the difference with general imported food and the theoretical basis of supervision,and then analyzes the current situation of China’s network imported food safety supervision,and then obtains the problems such as legal lag in supervision,finally compares and analyzes the situation of foreign supervision,lists the supervision experience worthy of our study,and puts forward specific countermeasures and suggestions to improve China’s network imported food safety supervision system from five aspects of legislation,law enforcement,technology,relief and international respectively.
