More and more new types of administrative action begin to appear on the stage in order to meeting the development of times.The administrative interview is a kind of new administrative action that is arising from serving government and risk society.On the one hand,administrative organs implement administrative interview to moves the supervision from afterward to advance.On the other hand,administrative organs implement administrative interview which is a flexible way to regulate the behavior of administrative counterparts.Administrative interviews increasingly exhibit functions and values that are different from traditional administrative actions.It is no doubt that is necessary to shift sight from traditional administrative actions to administrative interview systems.The administrative interview system has been widely used because it is flexible,and is loosely regulated by law.These qualities of the administrative interview system do not guarantee that it is entirely in the direction of people's expectations,and the administrative interview system has shown an effect deviating from its essence under the guidance of regulatory purposes.The reason why those problems exist in the administrative interview system is that people do not understand it clearly,and they have not escaped the influence of traditional administrative concepts during the process of specification and application.Therefore,a comprehensive and accurate understanding of the administrative interview system is a prerequisite for ensuring its effective operation within the framework of the rule of law.On the basis of quasi-determinism,we have made targeted recommendations for the improvement of the administrative appointments system.That not only benefits the standardized operation of the administrative interview system,but also fits the needs of the reality of democracy and the rule of law.
