Taiwan in the 1990 s was at a crucial stage of democratic transition.The Kuomintang authoritarian regime survived and the foundations of local autonomy are still weak.The democratization movement is in the ascendant and the Democratic Progressive Party is on the stage.In this situation,lee teng-hui launched the Community Building policy in1994,which was aimed to build a new "national" identity and democratic imagination.As an external factor,Community building policy changed the original local power ecology of the community.From the perspective of the macro relationships between state and society,the medium party and the micro local factions,we can observe the process of bidirectional construction in community building movement and the original local power relations,which is lead to a lot of different outcomes.Original intention of policy,civil society will replace patron-clientelism,is not fully realized,but it still has reference value to the Chinese mainland of social transition period.
