Study On Rural Grass-roots Party Organizations Participating In Rural Governance

In the third Plenary Session of the 19 th CPC Central Committee,the Party pointed out that the grass-roots level of governance and political power needs to be strengthened,and a simple and efficient system should be set up in the management of the grass-roots level.As the main body of carrying out the party’s thought,carrying out the important deployment and important decision,the grass-roots party organizations in rural areas have played a leading role in the rural governance.The foundation of solving the problem of "three rural" is to consolidate the bastion of the grass-roots level.In the course of governance,the party organizations should give full play to the service function,the political function and the development function,and the key is the party and the key in the people.Therefore,it is of great significance to strengthen the cultural quality and discipline of the grass-roots party organizations to improve their rural governance ability and to accelerate the Rural Revitalization and solve the problems of agriculture,rural areas and farmers.This paper mainly investigates the status of rural grass-roots party organizations in rural areas in new areas,analyzes the characteristics and deficiencies of rural governance in new areas,analyzes and summarizes the reasons for the problems,and explores the countermeasures to improve the rural governance of rural grass-roots party organizations from the top-down governance model.
