Today,China has entered a new historical juncture.The Chinese people are proudly embarking on a new journey to build a great modern socialist country.Socialist modernization is not only the modernization of the country,but also the modernization of the people.We must take the people’s need for a better life as our eternal pursuit.Therefore,how to strengthen grassroots social governance,provide quality public services,increase people’s happiness index,and build a community of grassroots social governance that everyone has responsibilities,obligations and benefits is a proposition of the era worthy of serious pursuit.In April 2021,the Central Committee of the Communist Party of China and The State Council issued Opinions on Strengthening the Modernization of the System and Capacity of Governance at the Grassroots Level,which broke the topic deeply and clearly stated that "strive to establish a grassroots governance system with unified leadership of the Party organization,the government to fulfill its responsibilities according to law,active coordination of various organizations,extensive participation of the masses and combination of autonomy,rule of law and rule of virtue within about 5 years.The direction of the Party and the State has been clear,but how to implement the macro policy is still a test of the courage and wisdom for every grassroots administrator.At the beginning of 2020,the sudden onset of the COVID-19 epidemic posed great challenges to grassroots social governance.As a pure public good in urban communities,epidemic prevention and control can be used as a starting point to study the collaborative participation of multiple subjects in urban community governance,which can effectively discover the problems of grassroots governance and strengthen the level of grassroots governance.This thesis takes the Z community of G City,a county-level city in Jiangxi Province,as the object of empirical research,and uses in-depth interviews and questionnaires to understand the real situation of multiple subjects’ collaborative participation in epidemic prevention and control of Z community in detail.The thesis also points out the problems such as weak collaborative force,low collaborative efficiency and imperfect collaborative environment in the process of collaborative participation,which are shown in the following aspects: county-level administrative organizations require additional requirements,excessive administrative color of neighborhood committees,passive acceptance of management of residential property companies,unequal rights and responsibilities of Owner Committees,imperfect management mechanism of social public welfare organizations,lack of motivation for work in community units,and weak awareness of active participation of community residents.The organizations and residents in the multiple subjects are rational and will make the best choice for themselves according to the current actual situation.This thesis uses the theory of "Economic Man Hypothesis" to analyze the behavior of multiple subjects in the process of collaborative participation in the prevention and control of the epidemic in community Z,so as to explore the deep causes of the coordination problem and the internal mechanism of the action expression of each subject.Through analysis,it is found that when multiple subjects make self-interested choices,most of them will conflict with the goals of other subjects in the community,resulting in collaborative tension.Therefore,first of all,joint efforts should be made to optimize the system and mechanism of collaborative governance from four aspects: management coordination,optimizing targeted and consistent collaborative environment,strength coordination,gathering joint participation of work,organizational coordination,strengthening the governance advantages of Party building,information coordination,improve the governance efficiency of multiple participation.Then,according to the principle of "whoever conflicts,whoever takes responsibility",incentive and punishment should be used as a pair of external forces to increase the cost of conflict,restrain the behavior of each subject,and finally achieve goal cooperation from following two aspects,one is responsibility coordination,establishing clear function of the responsibility network,and the other is interest coordination,establishing joint interest community.Through the above methods and means,internal costs can be eliminated and collaborative tension can be resolved to the greatest extent,and the efficiency and level of multi-subject collaborative participation in urban community governance can be improved. |
