The Investigation Of The Soft Power Construction Of Grass-root Government

In 1990,in the study of the future power of the United States American scholar Jose Ph.Nye put forward the concept of "soft power" for the first time,this concept tried to explain the power of attraction and persuasion in the national relationships,which is different from the previous perspective.The concept of "soft power" has been rapidly integrated,with various specific levels,such as state,city,organization,enterprise,etc.The soft power of grass-root government is a brand new concept of "soft power",which is applied to the grass-root government.It is very important to study the soft power construction of grass-root government in theory and Practice.Grass-root government is the foundation of the state power,and the final effects of national policy depends on the specific implementation of the grass-root government.After three decades of reform and opening,China's economic and social life has changed tremendously,the most outstanding performance is the enhancement of comprehensive national strength and the improvement of people's living standard,it is worth to mention that these improvements are reflected in the material aspects,that is,hard power has been greatly improved.Compared with hard power,soft power whose core features are persuasion and attraction has lagged far behind,savage law enforcement,malfeasance,corruption,credit crisis have occurred throughout the country,and most of the time,grass-root government is the hardest hit.Violent resistance to the law enforcement,irrational appeal,group events,right guarding by self-multilation,public crises of grassroots is becoming serious.Thus,it is urge to enhance the soft power of grass-root government in China,the sooner the better,cause it can help to relieve contradiction between the officials and the civilians,which helps to build a harmonious society.For this purpose,In this thesis,the introduction illustrates purpose and meaning of the research briefly,and introduces the research background of "grass-root government","soft power" and "soft power of grass-root government",at the same time,introduces domestic and oversea research on these fields.Chapter one defines a new concept"soft power of grass-root government",which means,grass-root government provides effective management and service by distributing public resources rationally,and internal,coheres people as a whole,external,produces attraction and identification.And in accordance with the operation path of soft power of grass-root government,the paper makes a comprehensive discussion from four aspects,the power of faith,the power of institution,the power of information and the power of communication.Based on this discussion,in chapter two,this document takes four typical cases which happened in the grass-root government of Hainan Province during recent years as examples,and tries to make an in-depth analysis of the soft power of grass-root government in our province,and draws the conclusion that the soft power of grass-root government in our province and even the whole country tends to weaken and need to be strengthened.According to the line of "question-analysis-solution",Chapter three,analyzes the problems existing in the process of soft power construction of the grass-root government from both subjective and objective aspects,and Chapter four provides strategy and suggestions to enhance the soft power of grass-root government in China.The features and innovation of this paper:firstly,with combination of "soft power"and "grass-root government",the author try best to expand new field in soft power.Secondly,Combined empirical analysis with the cases which happened in the grass-root government of Hainan province in recent years.Thirdly,Some classical theories are introduced into the case study,which provides a new perspective of theoretical analysis.
