The Investigation About The Soft Power Of Grassroots Regime In China

An American scholar JosePh.Nye put forward the concept --- soft power in his research on state relations, which spreads to all aspects, such as state, region, city, organization, enterprises, etc. The soft power of grass-root regime in China is acquired by applying the concept soft power to grass-root regime in China, which generates a brand new research subject. The research on the soft power of grass-root regime in China has vital significance both in theory and practice.The state power in China is based on the grass-root regime, which directly faces the gross-root people. In the 30 years of reform and opening-up, great changes take place in all aspects of China, particularly, in economy, that is, the hard power improves significantly. However, the corresponding soft power is worrying, such as the widespread corruption, negative malfeasance, forced Demolition, savage law enforcement, uprising vicious gangster, credit crisis of government. At the same time, the rising violent anti-law, irrational appeal, right-guarding by self-mutilation, group events, public crisis of grass-root people is becoming serious. To resolve or ease these contradicts, the soft power of grass-root regime in China must be improved to facilitate the building of harmonious society.For that reason, chapter 1 of this document briefly describes the purpose and meaning of the research, which involves the introduction to the research background and domestic and overseas research of "Grass-root Regime in China", "Soft Power" and the "Soft Power of Grass-root Regime in China". Chapter 2 defines the new concept "Soft Power of Grass-root Regime in China", namely, the ability that the grass-root regime in a region can manage and serve well, create internal cohesive power in local publics and acquire external attract, approval and cooperation from other areas by its soft power, such as leadership, enforcement and credibility and the effective usage of public resource by power. According to three aspects - the soft power level of grass-root regime itself, the effective usage of public resource (for example, power) and good result, the constitute of soft power of grass-root regime in China can be divided into three types:'Subject Soft Power", "Process Soft Power" and "Result Soft Power". Each soft power also involves multiple factors, which are integrated to form the contents of soft power of grass-root regime in China. By this result, Chapter 3 analyzes the current status of Subject soft power, Process soft power and result soft power of grass-root regime in China, which generates the result that the soft power of grass-root regime in China is weakening and should be strengthened urgently.So how to improve the soft power of grass-root regime in China? Chapter 4 provides strategy and suggestions to the enhancement of soft power of grass-root regime in China. The first refers to the concept and meaning of building credibility, which is one of the components of the soft power of grass-root regime in China. The building credibility of grass-root regime in China is enhancing the credibility of grass-root regime in China to acquire the approval of the grass-root regime by the public and realize the best service for the public by grass-root regime in China. Chapter 4 also analyzes the current status of building credibility at home and abroad. The last cases shown that there are three ways to build credibility:restricting the power, building credibility image and building credibility system in the entire society. The institution building has a fundamental, overall and long-term impact, which can improve soft power from the depth. It consists:first, reform the superior concentration of power, private concentration of power and divided administration system to build power separation system with distinctive responsibility and rights; second, build the reasonable and effective mechanism to prevent, monitor and punish power abuse.The ruling quality is a comprehensive concept, which integrates multiple factors, such as enforcement, credibility, civil servant quality, interface efficiency, effective communication, toleration and opening. To improve ruling quality consists of two parts:first, implement the responsibility; second, provide service. Therefore, building a responsible and limited public administration government is the root to improve ruling quality.The features and innovation of this document:first, the concept "soft power" is introduced into the research on the grass-root regime in China, which creates a brand new research subject; second, the detailed concept and analysis mode for "Soft power of grass-root regime in China" is provided, which is analyzed combined with the current status. Thirdly, in the analysis of building credibility, brand new cases are introduced for case analysis.
