Research On Government Management Innovation In Big Data Era

Big data comes after the development of information.With the rapid popularization of the Internet and the deep integration of information and people's living,the global data has exhibited exponentially explosive growth and mass aggregation,which is playing a positive role in promoting social management innovation,modernizing the country's governance,and improving people's lives.All countries in the world have attached great importance to big data for promoting government management innovation and actively implemented big data strategies.Since China started the big data strategy in 2016,the government had made certain achievements in the promotion of management innovation with big data.However,there are also many problems.This paper takes the Bureau of Industry and Commerce of S Provincial as an example to show them,like data isolation and insufficient utilization and etc.For this reason,the article studies issues related to government management innovation in the era of big data.The first chapter introduces the background and significance of this topic,and proposes this paper's total idea on the basis of reviewing related domestic and foreign literature.Also,this chapter lists the research methods,the innovative points and deficiencies of this paper.The second chapter demonstrates related concepts and theories of this topic,defining the concept of the Internet,cloud computing,big data and their relationship,elaborating the concept of “government management innovation”.It also analyzes the application in government management innovation,of which the new theory in public service,reengineering of government process and date open sharing.The third chapter describes in detail the present situation of government management and the difficulties it faces.First,this chapter analyzes the status quo of government management from aspects of administrative efficiency,service quality,and democratization of decision-making.Secondly,it puts forward that the government now has problems in its management,such as weak service initiative,inadequate advancement of e-government process,and unsmooth operating mechanisms.The fourth chapter introduces service platforms in the Bureau of Industry and Commerce of S Provincial.It briefly introduces the function of their big data platform with graphs,and analyzes reasons of those problems such as the existence of "data silos",low utilization ratio of data resources,and potential security problems.It also put forward that many opportunities have been brought about by the era of big data for business management.The fifth chapter researches on the domestic and foreign governments' experience in using big data to promote government management innovation.On one hand,in the United States,the United Kingdom,and other developed countries,government management are improved by perfecting legislation,establishing data sharing platforms,and broadening the opening scope of public data.On the other hand,the experience of pre-emptive piloting in Guizhou,the construction of a smart city in Shanghai,and the detailed supervision experience of some provincial and municipal bureaus of industry and commerce are introduced.The sixth chapter proposes that the government should strengthen top-level design,improve the quality of data collection,expand the application value of big data,and consolidate big data to improve their governance on the basis of analyzing problems and reasons in the construction of big data and drawing lessons from the advanced experience at home and abroad.
