Embedded Governance Between The Modern State And Academics

Along with the rise of the knowledge society and intensification of international competition,interaction between the state and academia has become increasingly prominent and complicated.On the one hand,to deal with the increasingly complicated domestic and international situation,the state needs more knowledge to provide delicate public management and technical means for completing the goal of good governance and political legitimacy.On the other hand,academics have become the primary objects of the government's support in perusing the advanced knowledge and the high quality of social service.For this concern,after the era of reform and open,Chinese government used the National Social Science Fund as a platform to achieve its embeddedness with academics along with three dimensions of structure,function,and process.Specifically,"embedded governance" is formed by several means,such as forming hierarchical structure,integrating values,setting qualification restrictions,specifying directions,drafting guidelines,allocating funds,and standardizing the process of project management.This pattern is different from the previous one in which the state used the manners of control and functional replacement to deal with the academics.It transforms the model of control and possession on the individuals toward the interaction model with internal activities in terms of function,structure,and process.Under the"embedded governance" model,the relationship between the state and academic community is not only interdependent and mutual beneficial but also mutual restraint.On the one hand,under the need of knowledge,state gradually becomes more rational,specialized,and standardized.On the other hand,under the state's support,academics have graduaily become politicized,socialized,and scaled up."Embedded governance"has proven a preferable path toward the knowledge society in China.
