Government Behavior Reserach In Volunteer Service In China

The current economy and society are moving towards the direction of diversification.The mode of providing public services by the government is relatively single,and it is increasingly difficult to meet various social needs.The advantages that voluntary service organizations can provide for the society with diverse services can make up the deficiency of the government's relatively simple supply of public services,and play an extremely important role in social governance.The report of the Third Plenary Session of the 18 th CPC Central Committee pointed out: "The public services provided by social organizations and the matters to be resolved are handed over to social organizations to support and develop voluntary service organizations." In July 2016,eight departments including the Propaganda Department of the CPC Central Committee and the Ministry of Civil Affairs jointly issued the Opinions on Supporting and Developing Voluntary Service Organizations.The Opinions pointed out: " With the historical process of socialism with Chinese characteristics,the voluntary service industry in China has developed rapidly.Volunteer service organizations have continued to emerge.They have played an important role in promoting widespread voluntary service activities,advancing the building of spiritual civilization,promoting social governance innovation,and maintaining social harmony and stability." This shows that volunteerism is increasingly being supported and valued by the party and the country.During this period of reform and opening up to the present,our country's volunteer service industry has achieved tremendous development and very gratifying achievements.However,in this tremendous development and achievement,it is not difficult for us to find out that the government still has many problems in the management of volunteer services.However,in this tremendous development and achievement,it is not difficult for us to find out that the government still has many problems in the management of volunteer services.This paper takes the government behavior in volunteer services as the research object and aims to regulate government behavior in volunteer services and promote the development of volunteer service industry in China.Using the methods of literature analysis,comparative analysis and interviews,we studied the government behavior in China's volunteer service.On the basis of combing the research status at home and abroad,this paper interprets the relevant concepts and theoretical basis,analyzes the current state of government behavior in volunteer service,advocates the spirit of volunteer service,improves the management of volunteers,strengthens the management of volunteer service organizations,supports the development of volunteer service organizations,and points out the problems existing in the government behavior in China's volunteer service.The problems are the lack of cognition of volunteer services and education of consciousness of public participation,lack of government financial support,excessive government intervention,and lack of protection of volunteer rights and interests.The reasons for this are the impact of official-based consciousness,the lack of social cognition environment,inadequate government supervision,and the absence of a voluntary service legal system.Drawing on the experiences and practices of government behavior in volunteer services in developed countries and regions,and combining national conditions in China,this paper proposes measures and suggestions,which are breaking down the official standard and innovating the social management system,creating a good social environment,loosening regulations and strengthening government supervision,establishing and improving laws and regulations,increasing support on volunteer services,and developing volunteer service spirit.
