Research On The Problems Of Government-NGO Collaboration In The New-type Urbanization

Promoting the new urbanization is an important strategic plan for the Party and the country to deepen the reform in an all-round way and the only way to achieve modernization.To achieve this national planning change,the government and social organizations must work together to participate in the matter.According to the survey,the current promotion of new urbanization in the government-NGO collaboration is facing many problems,in need of urgent research and solution.Therefore,this article,"the issues of promotion of government-NGO collaboration in the new urbanization" for the study,no doubt has important practical implications and theoretical significance.In addition to the "Introduction" and "Summary and Prospect",the framework of this paper consists of three main parts:The first main part is the "new urbanization and government-NGO collaboration theory explained." After defining and describing the meaning and characteristics of the new urbanization and the concept and mode of the government-NGO collaboration,this part focuses on the theoretical basis of the new urbanization to promote the cooperation of the government-NGO collaboration,namely,the theory of social capital,the new institutionalism theory and multi-center governance theory.The second part of is the "analysis of the government-NGO collaboration in new urbanization in case of W City,Shandong." This part mainly takes W City as an example to analyze the problems and causes of the new urbanization in promoting the cooperation between the government and NGOs in a comprehensive and in-depth way.The third part of is the "optimization of the strategies of the government-NGO collaboration in new urbanization." This part puts forward the strategy of "six in one" to optimize and promote the cooperation between government and NGOs in the new urbanization system in view of the problems and causes.The innovation intention of this paper is mainly manifested in two aspects:First,suggesting new opinions in the analysis of the problems and causes of government-NGO collaboration in new urbanization.Through the field investigation,in-depth interviews,case studies and rational thinking,this study proposes that there are four major problems in the promotion of government-NGO collaboration in the new urbanization,namely,"government-led" as an excuse to intervene too much,the serious administrative tendency of social organizations,lack of capacity,and government-NGO collaboration mechanism is not perfect,the cooperative efficiency is not high.The formation of these problems is attributed to three reasons,that is,lack of public reason,vested interests,and the lack of institutional norms.These insights are novel and pertinent in the domestic academic community.Second,putting forward new strategies and measures in the construction and optimization of promote the government-NGO collaboration in new urbanization.Based on the social capital theory,the new institutionalism theory and the multi-center governance theory,this study puts forward the optimization of the "six in one" and the promotion of the government-NGO collaboration in the new urbanization,based on the analysis of the problems and causes of the government-NGO collaboration,that is,to build public rationality as the guide,to change the government functions as the core,to build the social organizations' capacity as the focus,to improve the system of government and social cooperation as a guarantee to improve the government-NGO collaboration mechanism as the key,and to enhance the efficiency of the government-NGO cooperation as the goal.These strategies suggest both a distinctive innovation and a high policy advisory value.
