| Since the 1990s,China has begun to carry out community construction.In the process of transforming from a "unit system" to a "community system",a management system of street residence has gradually emerged.Under this system,community building and governance have been achieved.Great progress has been made,but with the acceleration of urbanization and the diversification of the main body of urban governance,the system has also exposed many problems.The most prominent is confusing in the urban community consultation,which is mainly reflected in the inconclusive meeting.It will never work.This greatly hinders the development of deliberative democracy at the grassroots level.In order to promote the development of deliberative democracy,the report of the 18th National Congress proposed to improve the system of socialist consultation and democracy.The Third Plenary Session of the 18th CPC Central Committee also proposed to promote the development of broad-based institutionalization of commercial democracy.At the same time,the country has also issued relevant documents to promote grass-roots deliberative democracy,especially the development of urban and rural community consultations,and encourage various forms of grass-roots democratic consultations in both urban and rural areas so as to promote the development of grassroots governance.In response to the country's policy,Hanyang District,Wuhan City,borrowed from Robert's rules of procedure to create a unique model of its own negotiations-parrot rule.In this regard,I take the "parrot rule" as the focus and uses qualitative research methods to conduct in-depth interviews with the deliberations of the deputies of the Hanyang District to understand the implementation of the "parrot rule".On the basis of this,the article is guided by governance theory and deliberative democracy theory,and conducted a systematic and in-depth analysis of the implementation of the "parrot rule",expounding the conditions required for the implementation of "parrot rule" and proposing an improved "parrot."Proposal" policy recommendations.The research content of this paper mainly includes five parts:The first part is Introduction.This part reviews and summarizes the topic selection background,the significance of topics and research status at home and abroad,and introduces relevant concepts,theories,research ideas and methods,and explains the research case of this article.Point out the innovation and deficiencies of this article.The second part is the background and content of the "Parrot Rules" of the negotiation process in Wuhan Hanyang District.There are certain reasons for the implementation of the "parrot rule" in Wuhan's Hanyang District.There are three main points including the community has many problems in meetings,the requirements for residents' autonomy,and the community's choice of reducing burdens and increasing efficiency.The "parrot rule" includes several aspects,including the "six articles"followed by the opening of the meeting,the "six chapters" of the motions,the rights and responsibilities of the deliberations,and the flow charts of their deliberations.The contents are complete and the procedures are perfect.The third part is the characteristics and effects of the "Parrot Rules" operation in Wuhan Hanyang District.In the course of its operation,the "parrot rule" showed different characteristics compared with previous meetings.There are mainly three points including the diversity of participants,the reality of negotiation issues,and the integrity of the negotiation process.At the same time,the operation of the "parakeet rule" has also shown good results.The implementation of the "parrot rule" effectively solved the problem of the community's indecision and decision-making,and effectively resolved the contradictions in the community and maintained the community.The residents' public interests;enhance the cohesion of the community residents;close the relationship between the cadres and the masses.The fourth part is an Analysis of the Problems and Causes of the "Parrot Rules" in Hanyang District,Wuhan City.The implementation of the "parrot rule" has shown good results,but there have also been many problems,mainly in the following areas:The participation of community residents is not high;the community residents committee not only did not reduce the burden,but also increased the burden;consultation results Ineffective implementation did not fall into place;the negotiating process was fragmented,beautiful,and dependent.The reasons are mainly due to the incomplete consultation democratic system at the grass-roots level;the lack of awareness of participation by community residents;the misunderstanding of the "parrot rule" among community residents;insufficient attention paid by the government;lack of funds leading to the failure to implement the negotiation results;Unclear for these reasons,hindered the healthy development of the "parrot rule".The fifth part is research conclusions and policy recommendations.This section summarizes and sublimates the research content and viewpoints of this article.It also points out the conditions necessary for the implementation of the "parrot rule",that is,confers more authority and financial power on the community consultation council,and increases community residents' participation in the proceedings.Competence and negotiation between the subject matter.In addition,in response to the problems that emerged during the implementation of the "parrot rule," some policy recommendations were proposed;the democratic consultation system at the grass-roots level should be improved and improved;resident participation should be properly guided to increase residents' enthusiasm for participation;and government support should be intensified to broaden Fund-raising channels;intensive training to improve the residents' ability to discuss and compromise;to distinguish between powers and responsibilities.Through the above suggestions,it contributes to the healthy development of the "parrot rule". |
