The Practice,Difficulty And Suggestion Of Reformof Administrative Examination And Approval Systemin Pingshan District,Shenzhen

The report of 19th CPC National Congress has pointed out the development objective of transforming government functions,deepening the decentralization of power,innovating theways of supervision,strengthening the government's credibility and execution,and building a service-oriented government with the satisfaction of the people.It can be known that promoting the reform of administrative examination and approval systemand improving the quality of government service,are the inevitable choices for the government when implementing the government reform,promoting the transformation of the government's functions and building the society with rules of law.All aboveare the necessary requirement for the nowadays development of a country.Now,all the local governments in China are eager to find out the ways which can effectively reform the administrative examination and approval system,and promoting local development.However,changes will always come with both advantages and disadvantages.The process of reform will be influenced by the factors of social system,legal system,and the interests of the wholesociety.There must be some resistance and restriction of the reform,and the process is slow and even recurring.This paper will introducethe method and achievement of the reform of the administrative examination and approval system in the Pingshan District of Shenzhen in the past 9 years,analyze the difficulties during the process of reform,and provide some solution and suggestion based on the previous experience of reform in some other places,such as Yuhang District of Hangzhou City,Longwan District of Wenzhou City,Zhuhai City.This article believes that the issues arising from the process of the reform of the administrative examination and approval system can be categorizedinto three problems:the problem of decentralizing government power,the problem of regulating the exercise of power,and the problem of improving the quality of government services.In conjunction with the background of the reform and the reality of Pingshan District,we promoted one-step reform.Strengthening the integration ofgovernment service,standardizingthe administrative examination and approval system,enhancing the post-approval supervision and management,and improving the overall quality of the government personnel are the effective ways to improve the reform of the administrative examination and approval system in Pingshan District.
