Rural Grassroots Party Organization Under The Background Of Villagers Autonomy Research On Public Management Capacity Building

In China,the rural land area accounts for more than 90%of the national total,and the proportion of the population accounts for more than half.The development of the rural area is crucial for the overall development of our country,and public management ability of rural grassroots party organizations is responsible for the building of our party's ability to govern.It is also crucial.General Secretary Xi Jinping pointed out in the report of the 19th National Congress:Basic-level party organizations are the basis for ensuring the effective implementation of the party ' s and country ' s line policies,decision-making and deployment at the grass-roots level.It is necessary to further strengthen the building of the leader of the grassroots party organizations and further expand the coverage of party organizations at the grassroots level,and we must focus on resolving the problem of weakening,ambiguity,and marginalization of the abilities of some grassroots party organizations.This article takes the 258 village party organizations in D County as the main research object.Through survey visits and organizational work experience over the years,it collects and collates information and cases related to public management ability of local rural grassroots party organizations,and summarizes some existing problems.Inadequacies,through effective analysis and research,and then to find effective and feasible countermeasures and suggestions have practical significance.The main content of this paper is divided into four chapters.The first chapter is the introduction.Firstly,the background and significance of this topic are introduced.Then the domestic and foreign research status is analyzed.At last,the purpose of the study,the research ideas,and the research methods are simply described.The key issues to be solved and possible innovations.The second chapter is the research and analysis on the construction of the public management capacity of rural grass-roots party organizations under the background of villager autonomy.First of all,it explains and defines the connotation of relevant concepts in the paper.Secondly,it introduces management theories related to this research,and finally puts forward the main capacity building of grassroots party organizations.Goals and ways to achieve.The third chapter analyzes the status quo and problems of public management ability of rural grass-roots party organizations in the context of village self-government in county D.First,it introduces the status quo of rural grass-roots party organizations in D counties,and analyzes the problems existing in the phenomena and analyzes the reasons,such as the existence of village party branches.There are deficiencies in core leadership,implementation of policy capabilities,economic influence,organizational regulation and control capabilities,and the ability to serve the people.The reasons include factors such as the perception of the social environment,the factors underlying the institutional mechanisms,and the factors that influence the internal organization of the party organization.The fourth chapter puts forward the countermeasures for improving the public management ability of local grassroots party organizations in rural areas,including strengthening the party's organizational learning concepts,improving the role orientation and transformation,and improving the institutional mechanisms.
