Research On The Issue Of Online Letter And Visit In Kunming

With the development of network technology and e-government,online letters and visits as an important way and complement of government petition work is an important measure to reform the petition system,innovate social governance methods,and promote the construction of service-oriented government.Since the online petition work in Kunming City was carried out in 2007 on the basis of the online petition system of Yunnan Province,it has made full use of network resources and information technology to continuously expand petition channels.The number of petition cases on the Internet has been increasing year by year,facilitating the petition activities of the public and saving petitions.Costs and administrative resources.The study of Kunming's online petition mechanism is a general trend to improve the current difficulties of letters and visits,and it is also an inevitable move to promote the healthy and orderly development of petition work in Kunming.This paper takes the online letters and visits as the research subject,analyzes the operation status and existing problems of online letters and visits in Kunming,draws on the experiences of some domestic and foreign similar mechanisms,and attempts to explore the development path of Kunming's innovative online letters and visits.The body of the thesis consists of five parts.The first part is an overview of online letters and visits.It mainly discusses the related concepts,connotations,forms of expression and advantages of online letters and visits,and analyzes the necessity and feasibility of online letters and visits.The second part describes the basic profile of online petition operations in Kunming,introduces the organizational structure of the online petition information system,various measures for petition work on the Internet,and the related conditions of online petitions in Kunming in the past five years.The third part focuses on analyzing the problems and causes of online letters and visits in Kunming,and discusses current problems from the aspects of institutional guarantees,operation management,quality of completion,value functions,and data research and application,and analyzes the causes of the problems.The fourth part selects representative representatives to conduct analysis and research on advanced experience in the operation of similar mechanisms in some parts of China and abroad.In the fifth part,based on the current situation and problems of online complaint reporting in Kunmingcity,this paper tries to put forward some countermeasures from the aspects of guaranteeing the construction of the whole work mechanism,promoting the construction of legal complaint reporting and reporting,standardizing operation and management,strengthening responsibility and consciousness,developing propaganda channels and strengthening data analysis and research.
