Research On The Listsystem Of Local Government Power

After Eighteen,in order to solve the restriction of power fundamental virtual home,especially to strengthen the power restriction and supervision of the key positions in key areas,and avoid the "power control",from China's central government to the local government has been trying to strengthen the administrative power to regulate the exercise of power,sun power,scientific configuration,reducing administrative decentralization,innovation management that way,the power in the sun.On the starting point of the new reform,the party in the third Plenary Session of the 18th CPC Central Committee clearly put forward that our government should implement the list of government power,and constantly promote the development and innovation of government management thinking and governance.As a new system,China's government power list system has not formed a complete system system in the current theoretical research.There are many shortcomings in the development and practice of the power list system of local governments in China.Therefore,it is necessary to conduct a theoretical review from the aspects of system background,connotation,development status and development dilemma,so as to benefit the development of practice.This paper adopts empirical research method and literature research methods,on the basis of case analysis and literature through the study phase,on China's local government authority list system basic connotation,including the local government authority list system concept,system features and basic principles,to sort out the local government described the practical significance of the power list system then,the evolution and development of the power list system into various local field research,the formation of personality material comprehensive study,analysis of the current widespread all around the country in the list of powers in the implementation and the consequences of multi dimension,finally put forward about how to determine the legal standards,implementation of the power list system clear power list under the dominant position of power clear scope of the main parties,improve the supervision mechanism,the local government authority list and Five aspects,such as the formulation and modification of the strong relevant legal texts,put forward some pertinent countermeasures or suggestions.To resolve the malpractice of the development of the system,the system of the power list of local government in China should be carried out smoothly on its proper track and constantly conform to the development direction of the new era.
