Study On The Construction Of Local Government Power List System

The power list system for local governments,a system decided at the third plenary session of the 18 th CPC central committee,has been in operation for more than five years.The establishment of the power list system of local governments has developed rapidly and achieved remarkable results,but there are still some areas in urgent need of improvement.Based on the construction practice of the power list system of 31 provincial governments(except Hong Kong,Macao and Taiwan),this paper puts forward the theoretical basis of the construction of the power list system of local governments,including the concept and theory of the power list system.And on the basis of this theory,taking the construction practice of Hunan province power list system as an example,the implementation effect of local government power list system is studied.This paper makes an in-depth study of its current situation and then explores the problems existing in the power list system of local governments in hunan province,including three aspects: the design and implementation of the power list system is not standardized,the supporting mechanism for the construction of the power list system is not perfect,and the implementation effect of the power list system is limited.The reasons are lack of legal support,insufficient attention of the government and poor execution,restriction of traditional administrative culture and administrative path,and multiple interests.After fully exploring the power list system in various regions,this paper selects the practice of implementing the power list system in Zhejiang province and Anhui province as a reference,and summarizes the experience and inspiration of implementing the power list system in local governments.Finally,the paper puts forward countermeasures and Suggestions to improve the local government power list system,including accelerating the legalization process of the power list system,strengthening the standardization of the power list system compilation process,improving the supporting mechanism construction of the power list system implementation,and strengthening the comprehensive quality training of public servants.Of course,the local government power list system is still in the development stage,and its effect cannot be achieved overnight.There are also some deficiencies in the cognition and practice of the power list system,and the countermeasures are not comprehensive.In short,only through continuous research and practice can the value and significance of the power list system be brought into full play and the beautiful vision of no power beyond the power list be realized.
