Based On The Pluralistic Subject Of China's Universal Child Welfare Supply Research

In 2007,the Ministry of Civil Affairs proposed to shift the existing supplemental social welfare system to a moderately inclusive social welfare,and also set a general goal for the welfare of children in China.This has led the government and the academic community to pay more attention to the development of child welfare systems that seek more effective protection capabilities.Through the development and improvement of half a century,welfare pluralism has gradually become a welfare supply theory accepted by all countries.Its theory originated from an alternative solution to solve the welfare state crisis,and then gradually developed into a new theoretical paradigm and policy analysis basis.It is in this dual context of policy and scholarship that the study of welfare pluralism is the theoretical basis for the study of the welfare status of children groups.After passing through the laws,regulations,and policy guarantees of children over the years,and through the author's own analysis,the following problems have been discovered:First,the levels of participation of families in child welfare provision activities are not high enough,and the family provides welfare services in part of the benefits.It is not enough.Second,there is an imbalance in child welfare provision.The main manifestation of this is the fact that each welfare entity has a state-based responsibility and the family and other welfare entities have a small amount of responsibility.Thirdly,the concept of supplemental and disadvantaged children's welfare has a profound impact.The child welfare system constructed under the concept of supplemental and absenteeism has seriously hampered children's access to more abundant and more equitable benefits.In terms of specific types of benefits,children's life,health,and education benefits are the greatest in terms of education,while the welfare benefits are the weakest.At the same time,the main channel for the transfer of welfare is through funds,and welfare service supply is still at a relatively weak level.The theoretical analysis of this research has made its own answers to the question of children's welfare from the following aspects:First,analyze the welfare status of the current child groups,and build a complete government-led child welfare incentive system.Second,we should clarify the scope of the main responsibilities of children who actually participate in the welfare of children in the current welfare system in China,and build a new family supply model with the family as the core government.Third,advance the welfare of moderately inclusive children.Build a comprehensive and inclusive child legal support system.This study uses qualitative research to analyze the welfare of children's groups with the help of the multivariate welfare four-element analysis framework.The countermeasures proposed by this Institute are:establish and improve China's child welfare legal system,establish a diversified and balanced child welfare supply mechanism,develop child welfare support projects,and enrich child welfare services.In this way,it is possible to formulate a diversified and balanced supply model and establish a sound child welfare protection system.
