Study On The Performance Appraisal Of Dazhai Township Government

With the deepening of urbanization in China and the deepening of social democratization,it brings new opportunities and challenges to the work of government and party and government cadres at all levels.However,the existing government performance evaluation system,taking economic construction as the center,single performance appraisal target,result oriented,can not adapt to the new situation of government incentives and supervision requirements.Therefore,it is necessary to establish a comprehensive,scientific and objective study on government performance appraisal on the basis of reform of existing system.Paper studies theory of public management,public policy analysis course related theory,through literature research,case analysis and interview method,directly into the DaZhai Township 13 administrative villages,adopt the method of theory and examples to compare DaZhai Township is analyzed the present situation of the government performance evaluation work,based on the analysis of DaZhai Township problems that exist in the government performance evaluation work,goal setting is not reasonable,evaluation method is not standard,low public participation,such problems as incentive constraint function.Combining with theory,the analysis of existing problems,a problem there are development concept focuses on economic factors,evaluation personnel is not professional,evaluation means lag behind,no design system,incentive mechanism of public participation in the use of inadequate.On the basis of the analysis of the causes,from the actual performance appraisal appraisal methods,scope,method and index system,etc.,to DaZhai Township government performance evaluation system design,and puts forward some measures for DaZhai Township performance evaluation to establish a scientific development concept,perfecting the evaluation index system;Innovative assessment method to promote the assessment of fairness and justice;Strengthen system construction,open public participation channel;Strengthen the application of assessment results;Actively use information means to connect with big data era.
