The Government Performance Management is the advanced project in the public administration area, which is important in deepening political restructure reform, improving the government performance level, and reducing the government administrative costs. Along with the rising of the movement of new public management all over the world, Government Performance Management is became the research goal of experts and scholars, it is the necessity tendency for each country to practise Performance Management, and it becomes the principal aim and important strategy for "government reinvention".In recent years, on the basis of learning from Western scientific management theories and methods, our Government Performance Management has got some success in the oretical research and the practical exploration, but we should also know that there are many problems of the Performance Management System which is the premises in practising performance management sequencingly and standardized, such as the lag of management system and unscientific nature of performance assessment. And the research area is concentrated at the macro level, instead of the micro level, the quality of the Township Government Performance Management will affect the higher level government, it has been the main reason that hinders the practice of performance mangement. In view of that, this paper use system as a breakthrough point and contact the actual situation on the basis of existing research results, analysing problems and causes of Township Government Performance Management System, putting forward suggestions to perfect the system and achieve scientification, normalization and standardization of management.There are five parts in the full text. Part Ⅰ is the introduction, describing the basic things of research background, research significance and research status. In Part Ⅱ, basing on defining the theories of township government performance management, consulting the basic theory of the Government Performance Management, this paper analyses the significance of the Township Government Performance Management,conducts the system construction of the Performance Management System. In Part Ⅲ, analysing the characteristics of the Township Government Performance Management, such as comprehensiveness, not uniformity and enforceability, and pointing out many problems of the system township government performance management in the system, the management mechanism and the performance evaluation. In Part Ⅳ, deeply analysing the problems in system theory, the system and the practising of the system, pointing out the effect of Bureaucracy, performance culture, legal system, information publicity mechanism in process of produce problems. In Part Ⅴ, aiming at the problems, combing the reason analysing, putting forward the countermeasures and suggestions to improve the township government performance management from several aspects. Such as, culture raising, system of legal and democratic participation construction, performance management platform for system construction.It will push on the applicance of performance management in township government to promote the level of the performance, and then to promote the overall level of our government, enhance the credibility and control of the government, improve the relations of government and the public.
