As the foundational local administrative organization , the township government directly services countries and famers . It undertakes the most administrative affairs and social management . The central rural work on the line,principles and policies,laws and administrative regulations,orders and directives , often through the township government organize,command,coordinate and monitor the implementation . It plays an important role at the development of the rural economy,political power and maintain social stability and harmony . But the township government also has so many promblems such as exist"Dislocate, Defaulted, Offside" phenomenons and lack the sense of public service , which affect the exertion of the township government's function . So it is urgently need the township government improve its management and orientate its function . Performance management around the center of what to administer and how to administer ; commit to seeking a new management mechanism , prompt the township government allocated resources more reasonable ; with the mission of providing public services ; with the target of improve performance ; government administration in place ; rationalize the relationship of government and society , of higher levels government and lower levels government , of leadership and Subordinate, of decision-making bodies and implementing agencies; Take the mananagements to the market which are not belong to administrative area , government only focus on macro's control,market supervision and public service . So introducing performance management to township government is very necessary to deepen administrative system reform , transform the government functions and improve governmental efficiency . It is also helpful to provide high-quality and efficient public goods and serves , serveing for the economy of agriculture,countryside and famers , promoting the rural economy development , raising famers'income and promoting the construct of new socialist countryside . Thus we are able to achieve the goals of harmonious society and moderately prosperous society in all aspects .Therefore, in recent years, the township government promotes performance management aspects strongly , the results also practice , gradually. Such as: The township government behavior got specification , administrative efficiency was improved , the supply of public product and public service gradually realize efficiency and quality . But at the same time in achievement , the township government performance management practice also revealed many problems and obstacles , such as performance management value orientation distortion , the performance management system implementation of guarantee , performance evaluation lacks objective, performance evaluation is of formalism , because of these negative factors , performance management plays less effectively . To accelerately promote township government performance management work, we must establish the awareness of these problems and obstacles .But by surveying comprehensively the practice of township government performance management , we find there is a series of problems , such as missing some procedures of performance management , unreasonable performance evaluation index , which have a strong impact on the township government performance management . So it is significant to get a clear understanding of current situation of township government's performance management and improve it feasibly .There is four parts of this thesis . First , from academic and practice aspects to discuss the necessity of government's performance management on the base of defining the interrelated conceptions of township government's performance management . Second , from the practice of township government performance management review , the achievements , the problems and obstacles to analyzed the township government performance management present situation, emphasis is analyzed through the barrier of the township government performance management practice . Third , the measures to improve township government performance management are summarized at this part by analyzing western countries'performance management practice . Last , combining the problems in practice and overseas experience , some advices are proposed to improve the township government's performance management , which can enrich and develop performance management in public administrative field of our country , especially in foundational government administrative unit-township government in order to help township government set up proper opinion of political achievements .
