Research On The Difficulties And Countermeasures Of The Political Inspection By Local Party Committees

The sixth plenary session of the 18th central commission for discipline inspection demanded that we stick to the problem-oriented principle,maintain the strategic focus,and extend the policy of comprehensively strengthening Party discipline to grass-roots level.On October 18,2017,Xi jinping,on behalf of the 18th CPC central committee,made a report to the general assembly at the 19th national congress of the communist party of China.Xi,the general secretary,clearly put forward in the report to "improve the supervision system of the Party and country,deepen political patrol,unswervingly adhere to discover problems,stand firm for forming deterrence,and set up a supervision network which links central and local inspections."The article is based on the literature of local Party committees on political inspections and researches.By using combined methods of literature research,field survey,and interviewing,the article has carried out following aspects of the study.First of all,the article elaborates on the research background and its significance,summarizes the research achievements and difficulties related to political inspection both at home and abroad,and explains research ideas and innovations.Secondly,it makes certain analysis on the connotation,nature,and content of political inspection,and illustrates the difference and connection between local political inspection and political inspection.Besides,it also explains in detail the general theories involved in present local political inspections,including President Xi's theories of comprehensively strengthening Party discipline,power restriction,power supervision,and so on.At the same time,it discusses the realistic necessities of local Party committees to carry out political inspections.Thirdly,taking hongjiang city of hunan province as an example,the author conducts an empirical research on the difficulties of local political inspections in the form of field visits.And combining with her own thinking,she makes specific analyses on concrete problems.The article summaries the following difficulties faced by local Party committees when conducting political inspections:hard to mobilize the inspection atmosphere,hard to manage the inspection team,hard to find problems occurring during inspection,hard to apply inspection achievements,and so on.Then it analyzes the causes from the following aspects:insufficient inspection concepts,too much interference of human relationship,unflexible working methods,and unprofessional inspection teams.Finally,the article puts forward suggestions,including focusing on top-level design,perfecting inspection system,innovating working methods,promoting inspection accuracy,strengthening constructions of inspection teams,providing talents support,increasing application of inspection achievements,highlighting deterrent effects of the inspection,etc..The article has provided substantial theoretical foundations and pragmatic policies for speeding up the establishment and improvement of inspection network which links central and local inspections.
