With the continuous expansion of China’s foreign trade,the rapid development of economy and society and in-depth construction of service-oriented government,the requirements on the Entry-Exit Inspection and Quarantine Bureau(CIQ)are constantly increasing.The performance evaluation is an effective tool to enhance the comprehensive administrative ability of the inspection and quarantine department.However,some problems have been found during the evaluation,such as the superficial construction of performance evaluators and the absence of scientific rating quota and methods.The problem of the evaluator refers to who participate in the assessment,which is crucial and directly related to efficiency.It is a basic and common problem.Our research focuses on the performance reviewer of the Entry-Exit Inspection and Quarantine Bureau(CIQ)C,has great significance to the inspection and quarantine department,and also the theory of the performance evaluation.The aim of this research is to improve reviewers’ performance in Entry-Exit Inspection and Quarantine Bureau(CIQ).CIQ C is our research object,public sector performance management theory,theory of new public management,stakeholder theory and multi-governance theory are applied,domestic and overseas reviewers’ multi-facet experiences are used,to analyze bureau C reviewers’ issue diversely and put forward some countermeasures for enhancement.There are five chapters in the essay.Chapter 1 clarifies the introduction,research background and significance,domestic and overseas reviewers’ researches and research’s ideas and methods.Our research methods includes literature research,comparative analysis,quantitative analysis,etc.Chapter 2 elaborates the related concepts and theoretical basis,including performance-performance evaluation,evaluator,the new public management theory,stakeholder theory and multi-governance theory.Chapter 3 analyzes CIQ C’s performance evaluation and the present situation of evaluator.It also points out evaluators,problems like single reviewer、insufficient public participation、lagging third-party assessment and unbalanced proportion of evaluator are pointed out.Reasons are also deeply analyzed,including unreasonable governance structure,imperfect evaluation system,asymmetric evaluation mechanism,unscientific proportion.In Chapter 4,domestic and overseas evaluators’ multi-facet experiences are introduced,of which overseas experiences includes the Austin Performance Review,the expansion of British government assessment bodies from the government agencies to the public and the government’s internal bodies and external evaluation agencies in the Australian government.While domestic experiences includes Nanjing Ten Thousand People Review,Third-party Review of Gansu Government and social participation in Hangzhou Government Performance Review.Suggestions have been given to CIQ C based on successful experiences,such as improving the understanding of performance evaluation,enhancing enthusiasm of public participation,encouraging third-party’s engagement and scientifically setting up evaluator proportions.Specific countermeasures for improving CIQ C’s evaluators are presented in Chapter 5,including improving institutional construction of performance review,encouraging public participation,building third-party evaluation institution and scientifically setting up evaluator proportions.
